~BaSis of Findingsl

This Study has been prepared based on information received from inteNiews with project
occupants, the property owner, the property manager, and housing market research conducted
in August of 2005. Several attempts were made to interview the motel occupants. Twenty-one
of the households were inteNiewed for this Study. The remaining households chose not to be
inteNiewed. Therefore, where occupants did not supply direct information, the following
assumptions were made to determine the relocation needs of the project occupants:

(1) Households were assumed to have no more than two persons in the household;

(2) Households were assumed to have no occupants with special health needs;

(3) Household occupants were assumed to be adults bet'M3en the ages of 18 and 61 years
of age, English-speaking and low income.

These assumptions will be used throughout this Study to determine existing site
characteristics and to assess replacement site needs. The actual relocation impact may vary
from this Study as a result of project occupant mobility, actual household characteristics, actual
residential occupant income, and any changes in project funding and scheduling.

tCompeting project~

The Redevelopment Agency of the City of San Leandro does not have any concurrent
relocation projects. There are no other projects that are currently proposed by other public
agencies that would significantly compete for replacement housing resources in the area during
the project's displacement period.

Relocation Impact Study and Last Resort Housing Plan
Page 6
