Introduction

This Relocation Impact Study and Last Resort Housing Plan ("Study") has been prepared
in order to provide the project occupants, San Leandro citizens and the Agency with information
concerning the anticipated impacts of the conversion of the Islander Motel Lodge and the
measures that will be taken to mitigate such impacts. Specifcally, this Study concerns itself with
the resources available to relocate all eligible displaced households from the motel to
replacement sites in the area. Three principal topics will be highlighted in this Study.

Relocation Impact. This section of the Study describes the effects of the Agency's
acquisition of the property on the project occupants. Information in this section is the result of
general research and interviews with project residents. The Study will describe the project area
and general occupant characteristics. Particular attention has been placed on the resident
interviews which define the occupants' personal concerns regarding their replacement site
needs.

Relocation Resources. An analysis was completed on the availability of rental units
in the San Leandro area to determine the feasibility of relocating motel occupants within the
community. The results of the analysis showed that there is an adequate supply of rental units
to accommodate the needs of the occupants.

Relocation Assistance Program. Along with an analysis of residents' housing
needs, this Relocation Study outlines the policies and procedures provided to govern the
treatment of all eligible occupants. These policies and procedures are regulated by State Laws
and have been adopted by the Agency to mitigate the impact of redevelopment activities.

Pro'ect Fundin and Governin Guidelines

It is anticipated that the Agencywill initiate relocation activities upon close of escrow in
September of 2005, and adoption of this Study in October 2005. The Agency intends to utilize
local funds for the acquisition of the project properties and the relocation of the project
occupants. Therefore, this Study has been prepared in compliance with the California
Relocation Assistance Law (Government Code ~7260 et seq,) and implementing guidelines
(California Code of Regulations, Title 25, Chapter 6). A summary of these laws and regulations
has been included in this Study to familiarize the project occupants and the public with the
Agency's Relocation Assistance Program.

Relocation Impact Study and Last Resort Housing Plan
Page 4
