The City Council also suggested when staff comes back with a presentation on the budget it should include information on a plan for checks and balances and a plan for public participation in the process. It was also suggested staff look into the Phoenix, Arizona model for public participation in their budget process. Additionally, it was noted the City of San Luis Obispo has a model for multi-year budgeting, and they confirmed it was helpful to them to have a General Plan and Strategic Plan in place. 3. Rules and Communications Committee Meeting of December 28, 1999. Vice Mayor Galvan reported on the Rules and Communications Committee Meeting of December 28, 1999. It was noted the matter of splitting out the Redevelopment Agency Agenda from the City Council Agenda will be placed on the next regular City Council Meeting Agenda for discussion. 6. CONSENT CALENDAR Consent Calendar items are typically routine in nature and are considered for approval by the City Council with one single action. The City Council may remove items from the Consent Calendar for purposes of discussion. Items listed on the Consent Calendar are deemed to have been read by title.
