<br />I <br /> <br />Agenda - City of San Leandro City Council Special Meeting <br />January 31, 2000 <br /> <br />Page 3 <br /> <br />B. AI Rosenga, 534 Parrott Street, addressed the City Council regarding the <br />garbage contract issue on the City Council Agenda later this evening, noting <br />concerns with increased costs to residents, inequity when compared to Oro Lorna <br />rates, the value of equipment being transferred to ACI, and issues with <br />redistribution of overhead costs. <br /> <br />C. Ronald Long, addressed the City Council as a former employee of San Leandro <br />DisposaVSan Leandro Recycling. He indicated both agencies are fraught with <br />many problems. He requested information regarding fees being charged to those <br />agencies for their business licenses, as well as what amount Waste Management is <br />paying for their business license. <br /> <br />D. Paul Vargas, 872 Portola, addressed the City Council, indicating that, as a City <br />Council Candidate, he has always promoted the privatization of the golf course <br />and the garbage service; but, he stated he is not supportive of the proposal being <br />presented tonight for privatizing the garbage service. He said he feels there are <br />too many unanswered questions, indicating that the garbage contract being <br />considered this evening was negotiated without any citizen input. He stated the <br />City Council should not hide behind the City Manager with regard to this issue or <br />the Real Property Transfer Tax that was discussed last week. He concluded by <br />indicating the City Council should not act on the garbage contract before there has <br />been comment made by the Citizen's Refuse Committee. <br /> <br />E. John Sullivan, addressed the City Council regarding the proposed garbage <br />contract with ACI. He said he went to a meeting which included Lou Pellegrini, <br />and he now feels more confident and is supportive of the proposal before the City <br />Council this evening. <br /> <br />F . John Faria, 2410 Lakeview Drive, addressed the City Council in support of the <br />proposed garbage contract with ACI, indicating the existing deficit will be paid <br />back, the numbers in the contract look good, and this will help the City Council <br />meet their AB 939 goals. <br /> <br />G. Walter Hirt, 716 Warden Avenue, addressed the City Council regarding City <br />sewer service and storm runoff fees. He indicated these fees should be put to a <br />vote of the people, and the City Manager's increase in salary should be by a vote <br />of the people, also. <br /> <br />H. Ellen Geis, 834 Cary Drive, addressed the City Council regarding the Jarvis Act <br />and Proposition 218. She said, if property taxes are raised, it must be voted on by <br />the people and pass by a 2/3rds vote. She voiced concerns with how senior <br />citizens will be taken care of by this new garbage service, indicating specific <br />concerns with fees for certain sizes of garbage containers. She indicated she and <br />many other senior citizens do not create enough trash to have it collected weekly. <br />
