<br />.. <br /> <br />Agenda - City of San Leandro City Council Special Meeting <br />January 31, 2000 <br /> <br />Page 5 <br /> <br />Council Member Loeffler suggested that, with the expected extra garbage cans in <br />the community, perhaps there should be a program to clean them up and use them <br />for disaster supplies. <br /> <br />Council Member Glaze commented that he would like to know the total number of <br />employees that will be affected. He said the City has been reviewing this issue for <br />18 months and concluded by stating the City started experiencing a deficit in <br />providing these services in 1993. <br /> <br />Council Member Lothrop stated that some of the comments made by the public <br />this evening have been disrespectful. She added that she has no problem with ACI <br />and said the employees that will go on to work with ACI and join the Teamsters <br />Union will do fine. She also remarked that having a single container will also be <br />good. She continued by stating she still has certain concerns about the proposal <br />before the City Council this evening. She noted the City is considering <br />privatization because this City Council and former City Councils have been <br />unsupportive of raising fees to meet the costs. She added that the new company <br />will raise fees in order to stay in business. She remarked that she has concerns <br />that some of the City workers are being penalized for the City Council's past <br />actions of not making very good deals. She noted concern with the future <br />relationship with Waste Management and wants to encourage that there be a <br />continued, positive relationship between Waste Management and ACI. In <br />conclusion, she stated she doesn't think the City did a very thorough job of <br />involving the community in this issue. She feels there has got to be something in <br />this for ACI besides just a "win-win" situation. <br /> <br />Council Member Loeffler commented on the overhead issue raised. He feels the <br />City Council needs to revisit this concept of what we have done through <br />privatization and how that relates to impacts on overhead costs. <br /> <br />The City Manager noted that seventeen employees will be directly affected by this <br />agreement. He indicated staff will be looking at the issue of impacts to overhead <br />costs, and it is likely there will be a reallocation of people resources. <br /> <br />Council Member Grant commented that staff was charged with getting the City <br />out of the garbage business, and they have come forward with a proposal. She <br />complimented the City Manager and staff for their work in the negotiations which <br />took place. She also thanked the Public Works Services staff and acknowledged <br />staff for negotiating the inclusion of a five-year review and use of new technology <br />into the agreement. She stated this proposal promises more equity with Oro <br />Lorna. She added that she would have liked this issue to have gone out to bid. In <br />conclusion, she said she hopes ACI will come in with new and creative ways to <br />work to overcome the problems and challenges that exist. She also hopes they <br />continue to work with Waste Management. She mentioned she hopes they come <br />up with some sort of mutual-aide response plan in case of emergency and <br />additional garbage trucks are needed. <br />
