<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - February 7, 2000 <br /> <br />Page 7 <br /> <br />Hanson Horn indicated there is a Condition that requires all fencing, landscaping <br />details regarding gates, etc., to be submitted to the Development Services Director <br />for review. <br /> <br />Council Member Glaze questioned what significant changes might be made to the <br />project and who would approve them during the Value Engineering phases. <br /> <br />Staff responded that the Development Services Director would review changes; <br />and, if it was determined they are substantially different from what the Planning <br />Commission or Board of Zoning Adjustments had reviewed, they could be taken <br />back to either body for further review and, ultimately, on to the City Council if <br />necessary . <br /> <br />Council Member Loeffler voiced concerns with parking on East 14th Street and <br />indicated he wants to make sure those potential problems are addressed. He <br />commended staff and ABHOW for involving the community in this process. <br /> <br />Council Member Grant indicated her support for the project. She questioned who <br />will be responsible for cleaning up the site should toxins be discovered. <br /> <br />Staff responded that phase one has occurred already, where underground and <br />above-ground storage tanks have been removed, and there is case closure on the <br />site and a "no-further-action letter" on file from the Air Quality Board. <br /> <br />The City Manager, based on City Council comments, indicated that when the City <br />Council/Redevelopment Agency makes a motion to move forward with this <br />project, perhaps a statement should be made that, if there are any changes made to <br />the concept plans, those changes must come back to the Redevelopment Agency <br />for action. <br /> <br />The City Manager reviewed the financing of the project with the City CounciV <br />Redevelopment Agency. <br /> <br />Debbie Potter, in response to a question from Council Member Grant, clarified that <br />the Cherry City Project will have a portion of their inclusionary housing obligation <br />fulfilled on site. Nine percent (9%) of their fifteen percent (15%) obligation will be <br />fulfilled on site. The remaining 6% of their 15% obligation will be fulfilled at the <br />ABHOW on East 14th Street. As part ofthat, they will be contributing $500,000 <br />to the ABHOW Project. <br /> <br />Council Member Lothrop commented that she really likes the architectural details <br />of the project. She commented on the.proposed bus stop and suggested a shuttle <br />service be considered on East 14th Street in the future. <br /> <br />Council Member N ardine commented on the process that was followed with this <br />project and with the community outreach. <br />
