<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - February 22, 2000 <br /> <br />Page 12 <br /> <br />Hours of operation and delivery schedules were also discussed. Comments were <br />also made regarding the expansion and the impacts to handicapped parking, as well <br />as loading and unloading areas. <br /> <br />Costco's Traffic Consultant, Mark Spencer, discussed traffic circulation. <br /> <br />Council members continued with questions relating to traffic, including the level of <br />service at the WardenlDavis intersection, Beecher traffic increases, and the impact <br />on parking with the expanded store and gas station. Concerns were also expressed <br />regarding the City's ability to control truck noise impacts on the neighborhood. <br /> <br />It was clarified that there would be no diesel gas sold at the proposed gas station, <br />and there would be no commercial accounts using the pumps. <br /> <br />It was also clarified that, if the Redevelopment Agency so directed, the Costco <br />expansion could be approved without the gas station or visa versa. Those projects <br />could be severed from each other in the OP A. <br /> <br />Council Member Lothrop gave an historical perspective to the site and traffic <br />problems in the area. She suggested Costco could help safety by contributing to <br />the cost of a crossing guard at the Davis/W arden intersection and suggested more <br />trees should be placed in the parking lot to reduce heat on the lot in the summer <br />months. <br /> <br />Council Member Glaze added to the discussion about the need for additional <br />crossing guard coverage and the hope that the corporate community in the area <br />would help in this regard, as well as some additional trees. <br /> <br />The following Resolution was then introduced: <br /> <br />Resolution No. 2000-8, Resolution of the San Leandro Redevelopment <br />Agency of the City of San Leandro Approving Owner Participation Agreement <br />with Costco Wholesale Corporation to construct an Addition to the Costco <br />Warehouse, Located at 1900 Davis Street, Acquisition and Use of the Property <br />Located at 993 Beecher Street for a Self-Service Gas Station, and Reimburse <br />the Agency $154,000 for the Purchase of the Access Parcel (allows for Costco <br />expansion and construction of a self-service gas station).
