Minutes - City of San Leandro City Council - May 1, 2000

Page 7

3. Finance Committee Meeting of April 26, 2000.

A. Council Member Nardine commented that she appreciated the appearance
of those tonight who supported the inclusion of playground equipment at
Stenzel Park as part of the proposed CIP, but indicated she was confused
about moving Stenzel Park up as a priority in the Capital Improvement
Program when Floresta Park has been on the list for some time.

B. Council Member Lothrop suggested, regarding park development fees
relating to new development, that the Committee take a look at
recommendations for other impact fees, i.e. library impact fees.

C. Council Member Loeffler commented he was glad to see the Capital
Improvement Program list of projects. He stated that he wished the
community had a greater opportunity to see this and comment on the
document. He commented on a recent report on E-Commerce and the loss
of new revenue. He expressed concern with more and more commerce
shifting to the Internet resulting in potential loss of revenues for the City,
which in turn impacts services. He concluded by commenting on the total
amount of green space and added there is a need for a long term plan to
add to the green/park space in this community.

4. Rules and Communications Committee Meeting of April 25, 2000.

A. Council Member Glaze commented on the issues that need to be addressed
as it relates to moving forward with discussion on Campaign Contribution
Reform. After a brief discussion, the City Council agreed to get their
comments back to Council Member Glaze by May 15 so that the Rules and
Communications Committee has clear direction as to how to proceed.

B. The Mayor indicated that there will be no Work Session held on May 8 as
anticipated due to the issue of formulating questions for the Quality of Life
Survey being sent to the Rules & Communications Committee for
additional review prior to coming back to the full City Council.
