AI Rosenga, 534 Parrott Street, addressed the City Council stating he feels the
City Council should allow more time for the budget process to give more people
time and opportunity to understand and give input before the City Council
considers the budget for adoption.

D. Harold Perez, 2052 Vestal Court, addressed the City Council regarding problems
with parking in his neighborhood. He also expressed concerns with a group home
proposed in his neighborhood and traffic from the shopping center nearby.

E. Derek Rinetti, 2715 Darius Way, addressed the City Council regarding a
proposed development at 1532 Darius Court and 2800 Benedict Drive. He
indicated these proposed developments are at the site where geologists had
differing judgements/opinions concerning its stability. He indicated he is not anti-
development but not at the expense of others or at least the potential risk and
expense to the existing appurtenant property owners and the potential affect on
values of Bay-O- Vista homeowners. He urged the City Council to look into the
proposed development and determine what deliberations are occurring regarding
the review and approval process. He submitted a letter signed by Anthony Cain,
President of the Bay-O-Vista Homeowners' Association, with signatures from
thirteen residents in the immediate area of the proposed development.

F. Mike Betts and Heidi Finberg, San Leandro Chamber of Commerce. Mr.
Betts addressed the City Council, applauding them for their recognition of the need
for improvements in recreational infrastructure and indicated the Chamber would
be supportive of a bond measure to be placed on the November ballot. Lou Filipovich, 15376 Laverne Drive, addressed the City Council in support of
Mr. Rosenga's comments. He further indicated a bond for the parks would not
apply to the City as a whole. He also commented that the City better get
clarification on who the Chamber really represents, based on their comments. He
continued by stating public officials are constantly violating the Ralph M. Brown
Act and cited examples of those violations by pointing out specific items on the
Agenda for action this evening.
