PUBLIC COMMENTS <br /> <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br /> <br />A. Tom Guarino, San Leandro Chamber of Commerce, addressed the City <br />Council in support of the Resolution Authorizing the City Manager to Apply for <br />Transportation Funds for Clean Air Regional Grant for a BART-to-West-San <br />Leandro Shuttle Service. <br /> <br />B. Walter Hirt, 716 Warden Avenue, addressed the City Council and urged them <br />not to move forward with eminent domain proceedings on Mr. Begier's property. <br />He stated he feels the City Council is not following the intent of Proposition 218 <br />and that there should be an oversight department to ensure that they do. He stated <br />he feels there should only be five City Council Members and voiced his displeasure <br />that Council Member Grant was not elected directly to her position. He concluded <br />by stating Council Member Loeffler has a conflict of interest because of his former <br />position as a School Principal. <br /> <br />C. Lou Filipovich, 15376 Laverne Drive, addressed the City Council and said the <br />Council Meeting this evening is flawed. He further commented that the public is <br />not given an opportunity to comment on items after the City Council has discussed <br />them. He concluded by stating the conflict of interests indicated here are <br />monumental. <br /> <br />D. Paul Vargas, 872 Portola Drive, addressed the City Council indicating he is not <br />supportive of what the City Council is proposing to do with the Martinelli <br />property. He concluded by stating he feels the City is abusing their eminent- <br />domain powers. <br /> <br />E. Harold Perez, 2052 Vestal Court, addressed the City Council and voiced <br />concerns with the smell coming from Oakland Scavenger and the increase in refuse <br />collection fees from ACI. <br />
