<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Special Meeting - June 26, 2000 <br /> <br />Page 5 <br /> <br />B. Council Member Loeffler remarked on the Disaster Council Meetings and <br />questioned why Minutes from their recent meeting were not included on the <br />Agenda. He voiced concern with communication between the Disaster Council <br />and the City Council regarding potential locations for ARKS, the status of the two <br />school districts in disaster preparation, soft-story apartment retrofit issues, the <br />City's position on FEMA's proposed rule to have each City insure its public <br />buildings, community participation in disaster preparedness, and indicated the <br />Disaster Council needs to be expanded to include community agencies and the <br />faith community. <br /> <br />Council Member Loeffler questioned who has the authority to cancel Council <br />Committee Meetings and indicated he would like clarification on how notifications <br />are made. <br /> <br />With regard to the Senior Survey, Council Member Loeffler noted the efforts of <br />the Senior Services Foundation to identify the needs of seniors. He commended <br />Kati Knox, Anne Hague, John Prochaska, Denice Kaplan and others for creating <br />the voice for our seniors. He concluded by stating the City Council has yet to act <br />on forming a Seniors Commission. <br /> <br />The City Manager noted that a new Recreation Services Manager, Carol <br />Knudtson, has been hired and comes to San Leandro from the City of Alameda. <br />She will be starting in San Leandro on July 5,2000. <br /> <br />C. Council Member Lothrop shared with the City Council two newspaper articles <br />regarding grief and community recovery. She stressed the importance of the <br />Criminal Investigation Department in this community as well as the role of <br />dispatchers. <br /> <br />D. Mayor Young conveyed the sadness felt regarding the recent tragedy at Santos <br />Linguisa Factory. She commented that she has written a letter to the U.S. <br />Mayors' Conference noting our City's tragic shootings. The Mayor outlined the <br />specific actions the City has taken regarding guns; i.e., the special Business LiceQ.se <br />tax on the sale of handguns, the efforts to eliminate "junk guns" and Saturday <br />Night Specials, and the requirement for trigger locks at the point of sale for guns, <br />as well as gun store employee background checks. The Mayor commented on her <br />support of the U.S. Conference of Mayors' strong position against handguns and <br />handgun proliferation in our Nation. <br /> <br />The Mayor continued by reporting San Leandro is now ranked #5 in Alameda <br />County with regard to population, with a recent count of 76,700 residents. She <br />indicated that now makes San Leandro larger than the City of Alameda and gives <br />San Leandro two votes on the Alameda County Congestion Management Agency. <br />
