He said he disagrees with having employees or <br />department heads on the Committee, stressing that he feels it should only be <br />members of the community who will have to live with the cuts when made. <br /> <br />Discussion ensued regarding how many Committee meetings might be held and <br />that the general public be invited to attend these meetings. It was also suggested a <br />Public Hearing be held at the first City Council Meeting in October, as a new <br />Budget will need to be adopted by October 16,2000. <br /> <br />The Mayor indicated the City Council should take action to suspend the activity <br />of the GPAC until this work is done. The City Council concurred. <br /> <br />The Mayor also requested that other City Council Members E-mail any additional <br />potential Committee members to her by August 11. <br /> <br />Additionally, the Mayor requested that the City Council consider suspending <br />moving forward with a two-year budget and delaying implementation for at least <br />one year. <br /> <br />Council Member Lothrop suggested that staff should keep track of what the <br />estimated time and costs are to review this additional budget. <br /> <br />Vice Mayor Glaze said he would like a list of the projects that will be put on hold <br />and/or delayed. <br /> <br />The City Manager remarked that the City is currently in a "holding" pattern for <br />the time being. New hires and lor recruitments will be put on hold. <br /> <br />In conclusion, the Mayor indicated the City Council has not addressed the issue of <br />what we as a community can do to advocate a position of opposition to the Repeal <br />of the Real Property Transfer Tax Measure. She said anyone interested in <br />opposing this Measure should contact her at home. She stressed the City may <br />"educate" the public about the Measure but cannot "advocate." <br /> <br />The following Motions were then introduced: <br /> <br />Minute Order 2000-39. Council consensus was reached to suspend the <br />work of the General Plan Advisory Committee (GPAC) and to have their <br />charge be to identify how to implement the policy set by the City Council <br />regarding the allocation of revenue monies. (1051/1055/1170) <br /> <br />Minute Order 2000-40. Council consensus was to suspend moving <br />forward with a two-year budget for at least one year. (1051) <br />
