. r

.
.

Minutes - City of San Leandro City Council and
San Leandro Economic Development Agency Joint Meeting
September 5,2000

Page 10

Council Member Loeft1er commented on the issue of "mega houses" and indicated
the City Council should have the Planning Commission or the Board of Zoning
Adjustments explore the issue of what the City's plan might be to react to such
requests.

In conclusion, Council Member Loeft1er indicated it has been a year since the City
Council has engaged in the evaluation of the City Manager, and he feels they
should get a facilitator to follow through on their commitment to do this annually.

C. Council Member Grant commented that the Millennium Committee will be meeting
on September 12 to discuss activities they will be embarking upon.

D. Council Member Galvan commented on the "mega homes" issue and indicated
there are two in his District. He indicated they block the views of other
homeowners and that there is a need to protect the charm and character of the
neighborhood. He feels the City Attorney should take a look at a potential
ordinance that would protect a homeowner's view on their property.

Council Member Galvan also suggested that there is a need to have a dialog with
the owners of apartment buildings about what is fair and reasonable relative to
rental housing rents in San Leandro. He feels it is necessary to pull people
together in the industry to have a discussion about the issue.

The Mayor thanked Council Member Galvan for his participation on this issue and
indicated she would like to stay away from the issue of rent control in San Leandro
but perhaps have a discussion with the Rental Housing Owners Association.

After a brief discussion, the City Council agreed to forming an Ad Hoc
Committee, consisting of Council Members Galvan, Loeft1er and Mayor Young, to
facilitate discussions between the Rental Housing Owners Association. It was
additionally suggested that Eden Area Mediation be invited to attend those
discussions.

Minute Order No. 2000-48. City Council Consensus
Comments, Item 9).

(City Council
(1156)

City Council consensus was reached and the City Council created and
appointed Mayor Young and Council Members Galvan and Loeffier to a
City Council Ad Hoc Committee to Review Rents in San Leandro.

N 0 Vote

Vice Mayor Glaze congratulated Council Member Galvan on his upcoming
birthday and presented a basket of See's Candy to him from the City Council.
