"

Minutes - City of San Leandro City Council and
San Leandro Economic Development Agency
Joint Meeting - October 2, 2000

Page 3

The Hearing was then opened to the public.

Al Rosenga, 534 Parrott, addressed the City Council/Economic Development
Agency indicating that there is a proposal in the works to reduce the impacts of the
Real Property Transfer Tax by allowing for specific exemptions to the tax. He
suggested that the residents of San Leandro consider taxing themselves to cover the
services that would be required by supporting some sort of fire suppression district
and/or parcel tax.

Robert Walsh, 1248 Lucille St., addressed the City CouncillEconornic
Development Agency and stated that there is a need to keep the pool open atthe
Boys & Girls Club for the elderly and many young people who use it.

Vera Ayres addressed the City CouncillEconomic Development Agency indicating
the need to provide the information on the City's Annual Audit to residents in a
manner in which they can understand it. She stated her opposition to the proposed
alternate budget before the City CouncillEconomic Development Agency.

AI Kerr, 2251 Buena Vista Ave., addressed the City CouncillEconomic
Development Agency urging them to keep the pool at the Boys & Girls Club open.

John Shanoian, representing the Alameda County Taxpayers Association,
addressed the City CouncillEconornic Development Agency indicating that the
Alameda County Taxpayers Association is supportive of the Real Property Transfer
Tax that is currently in place.

Wafaa Aborashed, 672 Tudor Rd., addressed the City CouncillEconomic
Development Agency indicating that most of the cuts proposed in the Alternate
Budget affect the west side of San Leandro. She stated her concerns that the West
Side of San Leandro is already neglected and that the City should not impose more
cuts to that end of the community.

Michelle Berntsen, 20 Begier, addressed the City CouncillEconomic Development
Agency in opposition to the proposed alternate budget and the closing of the pool at
the Boys & Girl's Club.

Nat Kleinstein, 1662 Sagewood, addressed the City CouncillEconomic
Development Agency stating that the Real Property Transfer Tax is only paid when
a home is sold and that the buyer can pay the tax. He suggested that the City
Council pass a resolution to that effect. He indicated that he is not supportive of the
closure of the pool at the Boys & Girls Club and indicating that perhaps funding to
other non-profit organizations should be reviewed so that they can assume their fair
share of the burden.

There being no further comments from the public, and without opposition, the
Public Hearing was closed.
