<br />.' <br /> <br />Minutes - City of San Leandro City Council and <br />San Leandro Economic Development Agency <br />Joint Meeting - October 2, 2000 <br /> <br />Page 4 <br /> <br />The City Manager, in response to the speakers, indicated that it would take a Parcel <br />Tax of $150.00 per year per parcel to replace the Real Property Transfer Tax <br />Income; that the City is looking at implementing reductions in the Real Property <br />Transfer Tax; that the City's Audit Report is available at City Hall and at the <br />libraries; that the Boys and Girls Club land is owned by the City and that no <br />property taxes are paid, but the building is owned by the Boys & Girls Club. He <br />indicated that what is proposed is that the Boys and Girls Club resume full <br />responsibilities for operation of the pool. Lastly, he indicated that there have been <br />reductions made to non-profit organizations in the Alternate Budget, as well as <br />community-based organizations. <br /> <br />Vice Mayor Glaze commented that San Leandro has the lowest property tax in <br />Alameda County. He further clarified that the Real Property Transfer Tax does not <br />go on the property tax rolls. He pointed out that the Real Property Transfer Tax, <br />compared to other taxes, is least punitive on seniors and the general populous. <br /> <br />Council Member Nardine requested and the City Manager explained why <br />employee's salaries are not something being considered for reduction, noting meet <br />and confer issues is one reason, as well as the ability to remain competitive with <br />other agencies. <br /> <br />The City Manager further explained the recent fee study that was done and the <br />various subsidies that are in place. <br /> <br />Council Member Grant commented on Measure "G" which will be on the <br />November Ballot and encouraged the community to vote NO. <br /> <br />Council Member Loeffler acknowledged staff's efforts to make this an <br />understandable Alternate Budget for everyone. He indicated that he sees this as a <br />serious crossroads and that this issue touches the lives of everyone in our <br />community. <br /> <br />Council Member Galvan commented that if there is a silver lining in all of this, it is <br />that the people are taking an active interest in the City's budget. He indicated there <br />is a need for the City to do some visioning. He further stated that San Leandro has <br />the lowest property tax rate in the County, and that the Real Property Transfer Tax <br />was put in place to try to offset that shortfall. He added that a parcel tax would be <br />steadier, but he is not in favor of taking the Real Property Transfer Tax away until it <br />is replaced by a parcel tax. <br /> <br />Council Member Nardine commented on how difficult this time has been for all <br />involved and the pressure there has been on the City Council and City employees. <br /> <br />The Mayor commented that in her opinion, removing the Real Property Transfer <br />Tax without the participation of the City Council and the community to address <br />how to replace those funds is punitive.
