<br />Access and Staging Areas <br /> <br />The contractor for the job would use three areas as designated staging areas. Heavy equipment <br />would access the southern portion of the construction site using Davis Street and the existing paved <br />trail in the regional park. A staging area has been identified at a wide flat section adjacent to the park <br />trail. The two other staging areas are in an existing equipment parking area, west of the City's <br />wastewater treatment plant, and at another semi -paved area near an existing building at the north end <br />of the levee maintenance road. <br /> <br />The project would have no effect on air traffic patterns. The project would not require Oakland <br />International Airport flight operations to be modified. <br /> <br />The project would also not involve the realignment or re-design of any critical transportation <br />facilities, such as area roadways, and would not increase hazards due to design features. The project <br />would not conflict with any alternative transportation policies and would not affect plans for <br />alternative forms of transportation. <br /> <br />Public and emergency access to the existing park facilities could be affected by construction <br />equipment and truck traffic. Access to the construction site would be required through the existing <br />Davis Street entrance to the shoreline park, and through the City's wastewater treatment plant gate. A <br />construction detour traffic plan has not been proposed, but should be implemented as part of the <br />project. <br /> <br />Impact XV-I: Trucks and heavy equipment used during construction could block public <br />access, or emergency access, or could affect City operations at the wastewater treatment plant <br /> <br />Mitigation Measure XV-1: The project bid specifications shall be amended to require preparation of <br />a Truck and Equipment Circulation Program that includes the following components: <br /> <br />. An emergency vehicle access plan that identifies routes for emergency vehicles into the <br />construction area; <br />. A public access plan that requires the contractor to ensure that public access to the Oyster Bay <br />Regional Shoreline is maintained, and that any required periods of temporary closure of public <br />access to regional park facilities be minimized and shall occur only after adequate public <br />notification has been made; <br />. A signage plan that requires the contractor to provide signage that informs recreational users <br />of the regional park of 1) construction activities occurring within 300 feet (91.4 meters) of <br />hiking or riding trails; 2) alternative visitor parking locations; and 3) temporary road closures <br />and traffic detours; <br />. A public notification plan that requires posting of notices of any scheduled temporary closures <br />that specifies the length of the planned closure, at least 48 hours in advance. The closure <br />notices shall be posted in three or more conspicuous locations near the park entrance and along <br />the access road (Neptune Drive). The notice shall also be posted in advance on the EBRP D and <br />city of San Leandro web sites, and advertised through other regional park and City <br />publications. <br /> <br />Y4204IS.00693.doc - 4/5/07 <br /> <br />-40- <br />
