<br />DRAFT MINUTES Page 10 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Parking Authority, San <br />Leandro Public Financing Authority, and San Leandro Redevelopment Agency Joint Meeting-June 18, 2007 <br /> <br />Advisory Commission prior to [mal consideration by the Council, noting <br />that it is a youth issue and it is important to receive their input. <br /> <br />Vice Mayor Grant expressed appreciation for Councilmember Starosciak's <br />idea, and agreed that the matter should include youth input. <br /> <br />Recreation and Human Services Director Carolyn Knudtson suggested that a <br />special meeting of the Y AC could be called to solicit their input, but she <br />commented that there may not be a quorum of the Commission for the <br />meeting. <br /> <br />Mr. Jermanis commented that the expectation was to have the ordinance in <br />place by September at the start of the school year. <br /> <br />Councilmember Gregory commented on Shape Up San Leandro, which is <br />based on a program in Somerville, Massachusetts. Councilmember Gregory <br />reported that the City and SLUSD Liaison Committee has discussed the <br />idea, and he hopes to have a program for the City and School District to <br />implement by the fall. <br /> <br />Councilmember Souza commented on Supervisor Lai-Bitker's "Summer <br />without Soda" campaign. She noted that the program has generated wide <br />interest and made the news in Sacramento. <br /> <br />There was consensus of the City Council to solicit input from members <br />of the Youth Advisory Commission prior to final consideration of the <br />ordinance. <br /> <br />2. Human Relations Committee Meeting of May 31,2007. Accepted as submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule adoption of the drafted San Leandro Sister City and Friendship <br />City Guidelines. <br /> <br />Public Comments on Item 11.C.2.a.: <br /> <br />Tom Silva, San Lorenzo resident and chair of the Rent Review Board, <br />addressed the City Council, echoing the comments made by earlier speakers <br />regarding the Sister City and Friendship City relationships. Mr. Silva <br />commented on the changes in the community over the past 50 years, noting <br />that there is no longer a majority race or ethnicity in San Leandro. Mr. Silva <br />commented that the emphasis on Sister City and Friendship City <br />relationships helps further the City's economic, cultural and social diversity. <br />He urged the City Council to adopt the recommendation by the Human <br />Relations Committee. <br />
