Vice Mayor Grant expressed appreciation for Councilmember Starosciak's idea, and agreed that the matter should include youth input. Recreation and Human Services Director Carolyn Knudtson suggested that a special meeting of the Y AC could be called to solicit their input, but she commented that there may not be a quorum of the Commission for the meeting. Mr. Jermanis commented that the expectation was to have the ordinance in place by September at the start of the school year. Councilmember Gregory commented on Shape Up San Leandro, which is based on a program in Somerville, Massachusetts. Councilmember Gregory reported that the City and SLUSD Liaison Committee has discussed the idea, and he hopes to have a program for the City and School District to implement by the fall. Councilmember Souza commented on Supervisor Lai-Bitker's "Summer without Soda" campaign. She noted that the program has generated wide interest and made the news in Sacramento. There was consensus of the City Council to solicit input from members of the Youth Advisory Commission prior to final consideration of the ordinance. 2. Human Relations Committee Meeting of May 31,2007. Accepted as submitted. Recommendation for City Council Consideration: a. Schedule adoption of the drafted San Leandro Sister City and Friendship City Guidelines. Public Comments on Item 11.C.2.a.: Tom Silva, San Lorenzo resident and chair of the Rent Review Board, addressed the City Council, echoing the comments made by earlier speakers regarding the Sister City and Friendship City relationships. Mr. Silva commented on the changes in the community over the past 50 years, noting that there is no longer a majority race or ethnicity in San Leandro. Mr. Silva commented that the emphasis on Sister City and Friendship City relationships helps further the City's economic, cultural and social diversity. He urged the City Council to adopt the recommendation by the Human Relations Committee.
