<br />Senior Center Phase 1 P&S <br /> <br />2 <br /> <br />July 2, 2007 <br /> <br />Analvsis <br /> <br />The senior center project is being constructed in two phases because of funding limitations and <br />contractual obligations. The purchase and sale agreement with Eden Township Healthcare <br />District also requires the City to complete Phase 1 entrance and parking lot improvements by <br />June 2008. The Phase 1 improvements consist of: <br /> <br />. Removal and demolition of former auto dealership site at 13889 East 14th Street (note that <br />the building removal has already been completed as a Finance Department project) <br />. 1 72-space northern parking lot and entry road <br />· Traffic signal at the entry road (138th Avenue and East 14th Street) and East 14th Street <br />improvements within Caltrans' right-of-way <br />. Landscape improvements <br />. Joint Senior Center/San Leandro Hospital monument sign <br /> <br />Future Phase 2 work will complete the project with construction of the senior center building <br />and southern parking lot. Design of Phase 2 improvements is ongoing and anticipated to be <br />complete in Spring 2008; construction of Phase 2 could proceed after this date depending on <br />available funding. <br /> <br />Funding for Phase 1 improvements comes from a variety of sources: Community Development <br />Block Grant (CDBG), Housing and Urban Development grant (HUD), Redevelopment Agency <br />(RDA), and City Capital Improvement Program funds. Funding for Phase 2 has not been <br />finalized at this time. <br /> <br />Current City Council/Redevelopment A2encv Policy <br /> <br />. The project is consistent with the Five-Year Implementation Plan adopted by the RDA <br />. The proposed senior center project is consistent with the criteria of California <br />Redevelopment Law at Health and Safety Code Section 33445 for the use ofRDA funding <br /> <br />Previous City CounciVRedevelopment A2encv Action(s) <br /> <br />. On September 3,2002 by Resolution No. 2002-120, the City Council approved a contractual <br />services agreement with Group 4 Architecture for a needs assessment and conceptual design <br />. On May 3, 2004 by Resolution No. 2004-065, the City Council approved the FY 2004-05 <br />HUn Consolidated Action Plan, which included $1,750,000 for land acquisition, design <br />development, and improvements for the senior center <br />· On December 6, 2004 by Resolution No. 2004-23, the Agency adopted the 2004-2009 <br />Implementation Plan for the Project Area, which identifies the Senior Center Phase 1 <br />Improvements, Project No. 06-210-18-116 and similar public improvements as being of the <br />highest priority in implementing the objectives of the Agency to eliminate or reduce blight <br />and blighted conditions presently existing in the Project Area <br />. On December 19, 2005 by Resolution No. 2005-163, the City Council authorized the City <br />Manager to enter into negotiations to purchase property for a new senior center <br />. On February 6, 2006, the City Council referred the design contract to the Facilities <br />Committee <br />
