<br />the Community Development Director can waive compliance with the terms of the <br />application if they are minor in content. <br /> <br />A. Construction of the project shall remain in substantial compliance with the <br />approved exhibits and plans. Any change to the project design, materials or colors <br />shall be subject to the review and approval of the Zoning Enforcement Official, <br />who may administratively approve or require review by the Board of Zoning <br />Adjustments as a modification to appropriate application approval listed above. <br /> <br />III. ADDITIONAL PLAN SUBMITTALS <br /> <br />A. Prior to approval of Final Map, the developer shall submit final landscape and <br />irrigation plans for the review and approval of the Community Development <br />Director. The plans shall include such details as, 1) tree size, species and location; <br />2) shrubs and groundcovers; 3) installation specifications; 4) irrigation details; 5) <br />water conservation techniques; and 6) maintenance programs. To reduce on-site <br />water consumption and reduce the energy required for the pumping and <br />distribution of water, drought-resistant native species shall be used for site <br />landscaping where possible. In addition, the landscape plan shall include tree <br />planting in the parking lot islands in the rear of the site. All trees planted on the <br />property or within the City right-of-way shall have a minimum canopy height of <br />eight feet above walkways and fourteen feet above any roadway. The locations, <br />species and sizes shall also be subject to the review and approval of the <br />Community Development Director. <br /> <br />B. Prior to approval of Final Map, the developer shall submit final plans and details <br />for all the perimeter soundwalls and all fencing for the review and approval of the <br />Community Development Director. The plans and details shall show location, <br />height, decorative features, and construction details showing materials and <br />finishes to be used for construction. All necessary permits or approvals shall be <br />obtained to construct said walls. <br /> <br />C. Prior to issuance of building permits, a final plan illustrating decorative paved <br />areas such as the entry driveways and the uncovered guest parking spaces shall be <br />submitted. The decorative paving borders within the interior driveway shall be <br />designed as brick-like stamped concrete, details subject to the review and <br />approval of the Community Development Director. <br /> <br />D. Prior to issuance of building permits, the project shall comply with all Federal <br />Emergency Management Agency (FEMA) construction regulations for the AE <br />flood zone or a letter shall be submitted by FEMA indicating that the local map <br />(an LOMR-R letter) has been revised to remove the site from the flood zone due <br />to a higher grade elevation. <br /> <br />Agreement to Conditions <br />PLN2006-00043 <br /> <br />January 18, 2007 <br />Page 4 ofl3 <br />
