DRAFT MINUTES Page 6
City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro
Redevelopment Agency Joint Meeting-July 16, 2007

Harold Perez, San Leandro resident, addressed the City Council, commenting regarding
rodents in the sewer; a trailer parked in his neighbor's driveway; and safety concerns for
pedestrians, particularly people with disabilities, crossing W arden Avenue.

Lou Filipovich, San Leandro resident, addressed the City Council, commenting on Consent
Calendar Item 8.E., the ASAP Program.

6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS

City Manager Jermanis indicated that the City Attorney would review Mr. Dodecky's letter
and address his concerns in writing. Mr. Jermanis pointed out that San Leandro has the
lowest business license tax rate in Alameda County and bases its tax on the number of
employees rather than gross receipts.

Mr. Jermanis expressed agreement with Mr. Perez about the issues at Davis Street and
W arden Avenue. He stated that the issues are being addressed as part of the work on the
Westgate Extension and the freeway off ramps onto Davis Street. Mr. Jermanis commented
on the vector control issues addressed by Mr. Perez.

Regarding the comments by Mr. Filipovich, Mr. Jermanis stated that San Leandro has been
involved in redevelopment since 1960 and helped establish the Redevelopment Agency for
Alameda County, and the allegation that the City is abusing its powers is incorrect.

City Attorney Jayne Williams indicated that she would review Mr. Dodecky's letter and draft
a response. Regarding Mr. Filipovich's comments on Item 8.E., Ms. Williams clarified that
ASAP refers to the Awning, Sign and Paint Program, not "As Soon As Possible" approval as
characterized by Mr. Filipovich.

7. AMENDMENT OF CONSENT CALENDAR

City Councilmembers or staff have an opportunity at this time to request that an item be
removed from the Consent Calendar for the presentation of a staff report or other special
consideration. Members of the Public may request the opportunity to address the City
Council regarding items remaining on the Consent Calendar by filling out a speaker card and
submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent
Calendar. Items remaining on the Consent Calendar will be considered for approval under
one motion.

Vice Mayor Grant pointed out a minor correction to the minutes of July 2, 2007 regarding
comments to AC Transit on the Bus Rapid Transit project contained in the Facilities and
Transportation Committee Meeting highlights.
