<br />DRAFT MINUTES Page 6 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />Redevelopment Agency Joint Meeting-July 16, 2007 <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, commenting regarding <br />rodents in the sewer; a trailer parked in his neighbor's driveway; and safety concerns for <br />pedestrians, particularly people with disabilities, crossing W arden Avenue. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on Consent <br />Calendar Item 8.E., the ASAP Program. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis indicated that the City Attorney would review Mr. Dodecky's letter <br />and address his concerns in writing. Mr. Jermanis pointed out that San Leandro has the <br />lowest business license tax rate in Alameda County and bases its tax on the number of <br />employees rather than gross receipts. <br /> <br />Mr. Jermanis expressed agreement with Mr. Perez about the issues at Davis Street and <br />W arden Avenue. He stated that the issues are being addressed as part of the work on the <br />Westgate Extension and the freeway off ramps onto Davis Street. Mr. Jermanis commented <br />on the vector control issues addressed by Mr. Perez. <br /> <br />Regarding the comments by Mr. Filipovich, Mr. Jermanis stated that San Leandro has been <br />involved in redevelopment since 1960 and helped establish the Redevelopment Agency for <br />Alameda County, and the allegation that the City is abusing its powers is incorrect. <br /> <br />City Attorney Jayne Williams indicated that she would review Mr. Dodecky's letter and draft <br />a response. Regarding Mr. Filipovich's comments on Item 8.E., Ms. Williams clarified that <br />ASAP refers to the Awning, Sign and Paint Program, not "As Soon As Possible" approval as <br />characterized by Mr. Filipovich. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Vice Mayor Grant pointed out a minor correction to the minutes of July 2, 2007 regarding <br />comments to AC Transit on the Bus Rapid Transit project contained in the Facilities and <br />Transportation Committee Meeting highlights. <br />
