<br />VII. MITIGATION MEASURES <br /> <br />A. Prior to Final Map approval, the applicant shall be required to submit a site-specific final <br />geotechnical report, to be reviewed and approved by the City Engineer and Building <br />Official. Any recommendations contained in the report shall become conditions of <br />approval and be included on the plans submitted for building permit approval. <br /> <br />B. Prior to issuance of a grading permit, the applicant shall submit all information, including a <br />Grading Plan accompanied by Soils Engineering and Engineering Geology Reports, in <br />accordance with requirements of the City of San Leandro Municipal Code Title VII, <br />Chapter 12. <br /> <br />C. Prior to adoption of the Final Map, site-specific Hydrologic and Hydraulic calculations shall <br />be submitted to the City Engineer for review and approval. <br /> <br />D. Prior to issuance of grading permit, an erosion control plan shall be developed for the site in <br />order to minimize any erosion that may occur during grading. Protection measures may <br />include implementing silt fencing, hay bales and/or sand bags. The erosion control plan shall <br />be submitted to the City Engineer for review and approval. <br /> <br />E. In accordance with the requirements of the National Pollutant Discharge Elimination System <br />(NPDES) permit, the applicant shall file a Notice of Intent (NOl) with the Regional Water <br />Quality Control Board (RWQCB) advising that the project is under consideration for <br />construction. The applicant shall submit proof of approval from the RWQCB to the City <br />Engineer prior to issuance of grading permits. To control storm water pollution, the applicant <br />shall comply with the regulations and provisions contained in the City's Grading Ordinance, <br />the City's Storm Water Pollution Prevention Permit, and the NPDES, to the satisfaction of <br />the City Engineer. <br /> <br />F. Until such time as all construction for the development has been completed to the satisfaction <br />of the City Engineer, the applicant shall provide current Erosion & Sediment Control Plans, <br />and amended Storm Water Pollution prevention Plans (SWPPPs) for all portions of the site <br />where construction is ongoing. Said plans shall be submitted to the City Engineer for review <br />and approval on or before September 1 of each calendar year, and shall be fully implemented <br />on or before October 15 of each calendar year. <br /> <br />G. Prior to issuance of building permits the following remedial activities shall be conducted <br />and completed to the satisfaction of the City's Environmental Services Manager: <br /> <br />1" The four containers of oily water and sludge, collected from the sump, shall be <br />disposed of as hazardous waste at an appropriately permitted treatment/disposal <br />facility, and should be transported from the site under hazardous waste manifesting <br />procedures by licensed hazardous waste hauler. <br /> <br />2. Any areas of surface oil staining shall be either scraped up and disposed of as <br />petroleum-contaminated soil at a permitted landfill, or shall be encapsulated beneath <br />the future building slab (if the development plans call for such a slab). <br /> <br />Agreement to Conditions <br />PLN2003-00046 <br /> <br />February 2, 2004 <br />Page 10 of 12 <br />
