The City Engineer recommends approval of the map subject to the recommended conditions of
approval. In addition, conditions of approval from other City departments, as well as local
permitting authorities have been included. Further, staff notes that the conditions of approval
adopted with the project would remain in effect with approval of the Vesting Tentative Map.

ENVIRONMENT AL ANALYSIS

This project to construct 24 townhomes on a site that is less than five acres (1.19 acres) is
categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guideline
Article 19, Categorical Exemption, Section 15332 as Infill Development. Specifically, the project is
consistent with the General Plan; the project site is less than 5 acres; the project site was previously
developed; the site has no value for endangered, rare or threatened species; approval of the project
would not result in any significant environmental effects relating to traffic, noise, air quality, or
water quality; and the site can be adequately served by all required utilities and public services.

PUBLIC OUTREACH

Public outreach for this item during the Board of Zoning Adjustments entitlement included a
community meeting at the Marina Community Center in October 2006 and the typical public
noticing for the 300-foot radius around the subject site. In addition, for the July 26, 2007
Planning Commission meeting, a legal advertisement was placed in the Daily Review newspaper;
public hearing notification letters were mailed to the property owners and businesses within 300
feet of the subject property; a notice was mailed to the Washington Homeowners Association;
and public notification placards were posted on the utility poles adjacent to the subject property.

RECOMMENDATION

Staff recommends that the Planning Commission forward a recommendation to the City Council
for approved of Tentative Map 7917 based upon the Findings of Fact and subject to the
Recommended Conditions of Approval.

ATTACHMENTS

Vicinity Map
Recommended Findings of Fact
Recommended Conditions of Approval
Exhibit A - Vesting Tentative Map Tract 7917
Staff report and exhibits for PLN2006-00043 (for information, only)
Meeting minutes excerpt for the Board of Zoning Adjustments meeting of January 18, 2007 (for
information, only)

Planning Commission Staff Report
PLN2007-00036; TM for 15101 Washington Avenue

July 26, 2007
Page 3 of3
