<br />The subject property was previously developed with four small buildings, including the Jokers <br />bar and three small residential structures related to a 22-unit mobile home park that had been in <br />operation since the 1950s. The State of California revoked the permit for the mobile home park <br />in 2003 for numerous and on-going violations of State codes. <br /> <br />In 2005, the current property owners purchased the property and proceeded to close the mobile <br />home park, including providing relocation assistance to the existing tenants. The property owner <br />also closed the bar and has cleaned up the site over the last year, permitting the San Leandro <br />Police Department and the Alameda County Fire Department to utilize the abandoned buildings <br />for training purposes. Demolition of the buildings is slated to occur in the next few weeks. <br /> <br />A Board of Zoning Adjustments work session was held in November 2006, with the Board <br />approval of the project on January 18, 2007. The staff report, exhibits and minutes from the <br />January 2007 meeting are attached to this report, for informational purposes, only. At the time, <br />the applicant indicated that he would be processing the Vesting Tentative Map separately, which <br />the current application covers. <br /> <br />PROPOSAL <br /> <br />The Vesting Tentative Map for the subject property is proposed as a single-lot subdivision, or <br />condominium map, where the existing parcel will be maintained as a single lot and condominium <br />parcels are created for the 24 units and the remaining common space. The common areas <br />(driveways, courtyards and landscaped areas) would be jointly owned by all of the homeowners. <br />A homeowners association would be formed with Covenants, Conditions and Restrictions <br />guiding the maintenance of the common areas. <br /> <br />Setbacks for the townhomes complex are as approved with the Site Plan Review. Each of the <br />homes has an attached two-car tandem garage in the partially submerged parking structure. Ten <br />guest parking spaces are also provided in surface parking spaces in the rear of the lot. Due to the <br />minimal roadway width, no parking will be allowed on either side of the access road, and no <br />sidewalks are provided. <br /> <br />Ingress to and egress from the site is provided by a two-way, 24-foot wide driveway. The <br />driveway continues around to the north side of the lot, narrowing to 20 feet in width, and <br />becomes a one-way, gated egress point for emergency vehicles and garbage collection trucks, <br />only. Homeowners and visitors will be limited to entering and exiting the project from the <br />southernmost driveway only. The access gate will be locked, with keys provided to the fire <br />department and the garbage company, per agreements with both Alameda County Industries and <br />the Alameda County Fire Department. <br /> <br />STAFF ANALYSIS <br /> <br />The tract map has been reviewed by the City Engineer pursuant to Section 7-1-315 of the San <br />Leandro Municipal Code.
