Board of Zoning Adjustments Regular Meeting
Excerpt of Minute No. 2007-02 (PLN2006-00043)

January 18, 2007
Page 40f5

Martha Lantz, 15223 Andover Street in Washington Manor, stated that she did not
oppose this project. However, she had not been notified of it, although she was Vice
President of the homeowners association board. Another member of the board also was
not aware ofthe project. She expressed concern that not all of the surrounding neighbors
had been notified of this hearing. She agreed that teenagers generally had vehicles and
she wondered where they would park.

Chair Raposo asked Planner Barros to clarify the notification process for this project.

Planner Barros stated that addresses for all property owners within 300 feet, along with
the address of homeowners association president, Mr. Leigh, were given to the developer
for the community meeting that they had hosted. Notices for the same addresses were
mailed for the work session in November. For tonight's hearing, the same people within
300 feet were noticed, light poles in the vicinity were posted, a notice was published in
the Daily Review and the billboard at the front of the site provided notice and contact
information. She and the applicant had extensive contact with Mr. Leigh, who agreed
that she could include his approval in the staff report.

Vice Chair Goldt asked how many people had attended the community meeting at the
Marina Community Center. Was there a notification by mail?

Planner Barros replied that approximately 10 people attended. The vlclmty map
showed the 300 foot radius as a shaded area and all property owners within that shaded
area were notified by mail.

Motion to Close the Public Hearing
(Sidari/Pearson; 5 Ayes, 0 Noes, 2 Absent-Chin, Marr)

Member Sidari felt the units in this project were too small for families. The notices
were mailed to many people, and no one was in attendance who opposed the project. So
it seemed that everyone one in the area approved the project. He also knew of members
ofthe homeowners association who were not aware of this project.

Member Eliason felt this was a very exciting housing project. Not every home built had
to fit a family. Because the units were small, she did not expect large families to buy
them. She has tandem parking at her home, which "works for us, so I think it could
probably work for them."

Vice Chair Goldt concurred. Some of the properties that she managed had tandem
parking and she had experienced no problems. She was in favor of this project.

Chair Raposo agreed that this was a different and exciting project. It would clean up the
neighborhood and would provide a home for first-time homebuyers. This project would
be a good asset to the Community.
