A Statement of Overriding Considerations will be required prior to City <br />Council adoption. <br /> <br />Impacts to the City of San Leandro to provide adequate libraries and parks and recreational <br />opportunities will be less-than-significant with implementation of General Plan policies 22.02, <br />22.06,22.07 and General Plan Mitigation Measure H6, as well as General Plan Policies 47.01 <br />and 47.02. Table 2-1, Summary of Impacts and Mitigation Measures, on Page 2-5 of the DEIR, <br />states that the TOD Strategy incorporates General Plan policies and Mitigation measures to <br />reduce potential public services impacts to fire, police, recreation and libraries to a less-than- <br />significant level. <br /> <br />Soils, Seismicity & Geology <br /> <br />The Hayward-Rodgers Creek Fault, the San Andreas Fault, and the Calaveras Fault are all <br />relatively close to the City of San Leandro. The South Hayward portion of the Hayward-Rodgers <br />Creek Fault runs approximately 2.5 miles east of the TOD Strategy Area, but it is not located <br />within an established earthquake fault zone boundary. Due to the distance between the TOD <br />Strategy Area and the closest fault, potential impacts associated with surface fault rupture are <br />considered to be less than significant. The 2002 General Plan EIR identified that the potential for <br />development under the General Plan would result in significant, cumulative impacts regarding <br />geology, soils and seismicity, therefore, it would apply to development occurring under the TOD <br />Strategy, as well. However, Table 2-1, Summary of Impacts and Mitigation Measures, on Page <br />2-5 of the DEIR, states that the TOD Strategy incorporates General Plan policies and Mitigation <br />measures to reduce potential soils, seismicity and geology impacts to a less-than-significant level. <br /> <br />Transportation and Circulation <br /> <br />The San Leandro TOD Strategy could have a significant effect on transportation by impacting <br />existing level of services that could occur as a result of development that would be allowed under <br />the Strategy. The San Leandro General Plan proposes a standard of LOS "D" for most intersections <br />in the City. It is acknowledged that LOS "E" is acceptable where special circumstances exist, such <br />as Downtown and pedestrian-oriented areas. <br /> <br />The traffic analysis included in the DEIR evaluated the potential impacts of two development <br />scenarios: existing plus project and cumulative (year 2030) conditions. As a result, it was <br />determined that the operation ofthe MacArthur Boulevard and Estudillo Avenue intersection will <br />be LOS "F" during both peak periods, with implementation of the proposed project. This would be <br />considered a significant and unavoidable impact, with implementation of TOD Strategy EIR <br />Mitigation Measure TRANS-I. A Statement of Overriding Considerations will be required prior <br />to City Council adoption. <br /> <br />Implementation of the TOD Strategy could also result in significant impacts it ifresults in <br />insufficient parking capacity in the Downtown area. With implementation ofTOD Strategy <br />Parking Strategies F4 to F7, F9 to F12, FI4 to F16 and FI8 and F19, potential parking impacts <br />would be reduced to a less-than-significant level. <br />
