<br />Downtown TOO Strategy <br /> <br />3 <br /> <br />September 4, 2007 <br /> <br />. The Planning Commission, at its August 23,2007 meeting, recommended certification of <br />the Final Environmental Impact Report, adoption of the Downtown Transit-Oriented <br />Development (TOO) Strategy, approval of the Zoning Code Amendments to Articles, 6, <br />17 and 25, creation of Special Review Overlay Criteria for seven of the eight Special <br />Policy Areas identified in the TOO Strategy, amendment of the Zoning Map to create the <br />Downtown Areas 1-6, amendment of the Zoning Map to create S-Overlay Districts on <br />certain properties within the DA-I, DA-4, DA-5, DA-6 PS and OS Districts (resulting in <br />DA-I, (S), DA-4 (S), DA-5 (S) PS (S), and OS (S) Districts) and excluding specific <br />recommendation on Special Policy Area I (Downtown South Gateway site). <br /> <br />Staff recommends that the City Council: <br /> <br />. Certify the Final Environmental Impact Report (FEIR) for the downtown San Leandro <br />Transit Oriented Development (TOO) Strategy (SCH #2006052102), adopt the Findings <br />and Statement of Overriding Considerations, and adopt the Mitigation Monitoring and <br />Reporting Program, <br />. Adopt the Downtown Transit-Oriented Development (TOO) Strategy, <br />. Approve the proposed Zoning Code Amendments to Articles 6, 17 and 25, <br />. Amend the Zoning Map to create the Downtown Areas 1-6 (DA-l, DA-2, DA-3, DA-4, <br />DA-5, DA-6) and <br />. Amend the Zoning Map to create S-Overlay Districts on certain properties within the <br />DA-l, DA-4, DA-5, DA-6, PS and OS Districts (resulting in DA-l (S), DA-4 (S), DA-5 <br />(S), PS (S), and OS (S) Districts). <br />. Create Special Review Overlay Criteria for eight Special Policy Areas identified in the <br />TOO Strategy, <br /> <br />BACKGROUND <br /> <br />. The City of San Leandro was awarded a $450,000 pilot planning grant from the <br />Metropolitan Transportation Commission (MTC) and a $51,750 grant from Alameda <br />County Transportation Improvement Authority (ACTIA) to study the potential for transit- <br />oriented development (TOO) in the greater downtown area. The study area, hereby <br />referred to as TOO Strategy Area is the IIz mile radius around the intersection of East 14th <br />and Davis Streets, representing 502 acres. This grant recognizes the TOO opportunities <br />offered by both enhanced AC Transit bus service and the existing BART station in the <br />downtown area. <br /> <br />. A 27-member Citizen Advisory Committee (CAC) was appointed by the City Council in <br />January of 2006. The CAC held ten meetings between January 2006 and May 2007. A <br />consultant team of experts advised the CAC over this period of time, and an existing <br />conditions report, market study, land use alternatives, financial feasibility, traffic and <br />parking report, station access improvement plan, design guidelines, preliminary land use <br />concept and framework elements reports were all prepared as part of the effort. The CAC <br />meetings covered an introduction to TOO, the existing conditions report, identifying key <br />factors in the Vz mile study area, a market assessment of the study area, a land use <br />alternatives report, financial feasibility of three opportunity sites, traffic and parking <br />strategies, station access plans, design guidelines and overall land use and framework <br />
