<br />Downtown TOD Strategy <br /> <br />4 <br /> <br />September 4, 2007 <br /> <br />elements. One of the CAC meetings was a field trip to view other downtown and TOD <br />developments in Hayward, Mountain View, Redwood City and San Mateo. A Developer <br />Symposium was held to elicit feedback from residential and commercial developers on <br />Strategy components. San Leandro staff and consultants also participated in the <br />ULI/MTC sponsored TOD Marketplace to gain further insight from the development <br />community. <br /> <br />. Three very successful Community Meetings were held during the 17-month process. <br />Meetings were held in June and September of 2006 and March of 2007 with an overall <br />attendance of 240 area residents. Representatives from AC Transit, BART, MTC and <br />ABAG attended the Community Meetings during the Open House portion of the meeting <br />to provide information to the public. Spanish translation and child care were made <br />available and publicized, thereby increasing attendance. <br /> <br />. Some of the themes discussed at the Community meetings were: pedestrian <br />improvements in the downtown to make it less auto-oriented; more family-oriented <br />downtown, attracting and growing unique retail businesses downtown, improve safety <br />and security, more public open space, opening the creek to community access in the <br />downtown area, highlight historic resources, better physical publication of transit <br />information, and other public transit improvements to improve community use of transit. <br />There was overall support of transit-oriented development in the study area. <br /> <br />. The CAC, at their 10th and final meeting in May 2007, provided final direction on a <br />recommended Public Draft TOD Strategy. During May, June, July and August, San <br />Leandro staff and CAC members gave presentations of the TOD Strategy to the <br />following civic and homeowner associations: Planning Commission, Board of Zoning <br />Adjustments, Senior Commission, Recreation and Parks Commission, City and San <br />Leandro Unified School District Liaison Committee, Library Historical Commission, <br />Broadmoor Neighborhood Association, Best Manor Homeowners Association, Halcyon- <br />Foothill Homeowners Association, Downtown Business Association, Chamber of <br />Commerce, Alameda County Climate Protection Project and an East Bay Community <br />Fund sponsored mobile workshop. <br /> <br />Planning Commission meeting of August 23,2007 <br /> <br />. At their meeting on August 23,2007, the Planning Commission voted to recommend: <br /> <br />1) Certification of the FE1R (on a vote of7 ayes and 0 nays), <br />2) Adoption of the Downtown TOD Strategy (6-1), <br />3) Amendment of Zoning Code Text in Articles 6, 17 and 25 (7-0), <br />4) Creation of Special Review Overlay Criteria for Seven of Eight Special Policy Areas <br />(7-0), <br />5) Amendment of the Zoning Map to Create the Downtown Areas DA-1 through DA-6 <br />(7-0), and <br />6) Amendment of the Zoning Map to Create S-Overlay Districts on Certain Properties <br />within the DA-I, DA-4, DA-5, DA-6, PS and OS Districts (6-1). <br />
