~Urban
~Habitat

available), 40'/. of San Leandro households made less than $50.000 and over 63% of the population
made less than 583,800.5

Market rate rental projects produce inclusionary units that are comparatively more affordable. The
inclusionary rental units must be affordable La householcls at SODA and 60% of AMI, or 541,900 and
$50.280 respc...."tively (for four-person households). Thus, even the inclusionary Wlits are unatfordable to
a larae percentale oeSan Leandro families. As of200S. 2~% of households made less than $35,000 and
40% made less than $50,000.6

Current market conditions support more for-sale houstna than renbll housing. The City's consultants
who've developec1 the Downtown Plan predict that mOflt of the new housi", in the downtown area-if
left to the market.--will only be for-sale. This is consistent with what hu occurred over the put year.
Since the inoluslonary zoning ordinance was ~ in 2006, not a sin&lc rental project has been built or
is in the pipeline to be built. In contrast. three for-sale projects have been buill and tour additional forw
sale projects are underway or in the pipeline. As a result. three inclusl~ units at the moderate
income level (affordable to households making $100,6(0) have been buih.

ThUs. the TOO Plan will likely result in very little rental housina. very little housing that is affordable to
households below 70% of the Alameda County Area Median Income and nO housrnl affordable to
hOU!MSholds below SOo/v of the Alameda County Area Median Income.

This is partioularly significant because the housine built within the TOD represents 41 % of the projected
household growth for the city between 2000 and 2015 and 47% of city lrowth between 2015 and 2030,
based upon the TOO Plan and ABAG projections. I

I.e. The San Leandro Housinl Element, 2003, contains the followi.ll goals and policies:

"Goal 57: ProKtivel,Y address the special housinc needs of the community, includinllCniors. disabled
individuals, ,ll1lle parems. haracfamilics and the bomcleu.
Policy 57.05: In IC:COI'danoe with the needs aoaIysis conducted as part of the Houslnl Element,
cnc:ouraje the production of affordable multi-family housinc for Iaqo famUies.n

As it stands. the TOO Plan 15 unlikely to produce any atrordable housina for larp families. aIven that
there is no specific provision or .polic)' language in the TOO Plan to do so and &iven that the City's
current inclusionary zonin& policy discourap IarJc units, In the Incluslonary policy, for both the rental
and the for-saJe projects, the inclusionary units may be up to 1 S% smaller than the averqe orthe

~ Income bIukcIoWnI do not en8b1e us to ICe cuedy wbl& pcrcentIp oflbe city made _ dalD SI3.1OO In 20M.
