In this analysis. consider the following questions: To what dearce will households be forced <br />, to spend over 30-10 of their income on housing, accept substandard or overcrowded housing <br />conditions, or move elsewhere to fmd affordable housing? And what are the consequences <br />for their health? <br /> <br />4. Analyze the potential environmental benefits of alternative development scenarios in which more <br />and deeper levels of affordable hoosin, is provided beyond the City's inclusionary zoning <br />policy. <br />· In this analysis, consider the following questions: How doe the current Plan's affordable <br />housing requirements impact air quality, creenhouse gas emissions, and traffic? How could <br />deepening the affordability ofhousina within the TOD affect Vehicle Miles Tra".,led <br />(VMT), air quality, ereenhouse au emissions and traffic? <br /> <br />5. Analyze the '1"00 Plan's impact on the City'sjobslhousin, balance. <br />· In this analysis, consider th~ following questions: How well will the houstnl in the TOO <br />Plan match the needs of the local workforce, particularly those that currently work or will <br />work within the TOO area and within the City? S~ifically; What is the currentjobs-to- <br />hOWling balance within the City? What are the housing needs of the City's current <br />workforce? What will thehouslng needs be of employees in jobs created by the TOO Plan? <br />What are their incomes and what canlwUl they afford? What type. size. and cost housins will <br />be produced under the TOO Plan (and alternatives)? What willlhe resultingjob's housing <br />balance be? And what are the implications of this balance on the transportation needs of low- <br />income. moderate-income Ind high-income employees workin, in the downtown?
