Ensure there is sufficient affordable rental housina for verY low-income households ~ familiC$ <br />by adopting an inclusionary zoning overlay .in the Downtown Plan Area. that would have <br />requirements for rental housing affordable to low., vory low- and extremely low-income <br />households and that would ensure that a portion of the inclusionat)' units are large enough 10 <br />accommodate families (3+ bedrooms). ' <br />2. Reduce barricn to the construction of affordable rental housin1J by encoW'aJinl private and non- <br />profit developers to work toaether on large opportunity sites, by eliminating minimum parking <br />requirements for aft'ordabk housing units and by zoning lit IC88l one site withi" the Downtown <br />Plan Area (or 1 00% affordable housing. <br />3. UtUize exdtine: public monies and increase fundin, for new 8frordable rental housinl!. <br />Specifically, we recommend the city increase the percentaae of RttdoveJopment dollars that are <br />sc:t aside for affordable houling (Housins Set-Aside) to 25%. leverage the State Proposition 1 C <br />funds for development near transit,. and increase the fee to convert rental units to condominiums <br />to support affordable hOLlsing development to at least ~% of the condo'. sales price. <br />4. rrcvent Disolacement of current downtown area residents by cllJifying existinJ lans.....e in the <br />Plan to "replace all low-income housing units lost in the TOO area" to apply to all remal units <br />where low-income households reside, whether they be designated affordable or de facto <br />affonlaable, revive and strengthen the Rent Review Board, and create a TOO Renter Protection <br />Committee to monitor resident displacement in the TOO Plan area. <br /> <br />Thank you for your consideration of these questions and recommendations.
