<br />Downtown TOO Strategy <br /> <br />6 <br /> <br />September 4, 2007 <br /> <br />Proposed Rezoning <br /> <br />. Implementation of the TOD Strategy entails rezoning of certain properties within the <br />downtown Transit-Oriented Development Study Area (generally within a Yz mile radius <br />of the intersection of East 14th Street and Davis Streets). Specifically, the changes to the <br />Zoning Code affect the Residential Single-Family (RS), Residentia] Dup]ex (RD), <br />Residentia] Mu]ti-Fami]y (RM), Commercia] Neighborhood (CN), Commercia] <br />Community (CC), Commercia] Downtown (CD), North Area-I (NA-I), North Area-2 <br />(NA-2), Professional Office (P), Professional High Density Office (PH D), Industria] <br />Limited (lL) and Industria] Park (lP) zoning districts within the Downtown TOO <br />Deve]opment Strategy study area. <br /> <br />. The Downtown TOO Strategy established various districts that were then translated into <br />appropriate language for the Zoning Code as shown in the table below: <br /> <br />TOO Development Strategy District Area <br /> <br />Zoning <br />District <br /> <br />Retail Mixed-Use (East 14th Street between Davis and Castro Streets); essentially, <br />the old Commercial Downtown District. <br /> <br />DA-j <br /> <br />Multi-Use Infill (periphery of downtown core); lowest level of residential density. <br />TOO - Transition Mixed-Use (immediately adjacent to retail core). <br />TOO - Residential Mixed-Use (near transit facilities); highest level of residential <br />density. <br />TOO - BART Area Mixed-Use (immediately adjacent to BART). <br />Office Mixed-Use (Davis Street at San Leandro Boulevard). <br /> <br />DA-2 <br />DA-3 <br /> <br />DA-4 <br /> <br />DA-5 <br />DA-6 <br /> <br />. As noted in the table above, six new Downtown Area Districts were established to <br />correspond with existing Zoning Code terminology. The attached Proposed TOO Zoning <br />Map identifies the areas for the new Downtown Area Zoning Districts (P]ease see <br />Attachments A and B). The attached proposed changes to Article 6 (Commercial and <br />Professional Districts) establishes the vanous permitted, conditionally permitted, <br />administrative and temporary uses for the new Downtown Area Districts (P]ease see <br />attached Ordinance to Amend Zoning Code). Inclusion of existing uses of the previous <br />zonmg district was retained wherever feasible. The mixed-use and multi-family <br />provisions of the TOO Strategy were added to the new districts to allow for increased <br />residential densities, as appropriate, in the new Downtown Area Districts. Development <br />standards m Article 6 also show proposed changes to provide direction for new <br />development in Downtown Area Districts. New parking standards for Downtown Area <br />Districts are shown in proposed revisions to Article 17 (Off-Street Parking and Loading <br />Requirements), as shown in attached Ordinance to Amend Zoning Code. Finally, Article <br />25 (Site Plan Approva]) shows the proposed modification to allow the Zoning <br />Enforcement Offici a] to refer development applications to the Board of Zoning <br />Adjustments, in addition to the Site Development Sub-Committee (Please see attached <br />Ordinance to Amend Zoning Code). <br />
