Joint BZAlPC Worksession Minutes
Agenda No. 07-12

June 28, 2007
Page 60f6

I Item 3: Public Comments

Acting ChairNice Chair Dlugosh opened the session to public comments.

Lindsay Imai, who is involved with Urban Habitat, a regional environmental justice
organization focused on transportation and housing. The group has collaborating with
other organizations on transit-oriented development, and has been following what the
CAC has been doing. She finds many aspects of the TOD plan exciting, and considers
San Leandro ahead of curve. She told the Commissioners and Board Members that they
should be proud of the work done. She said that approximately 24 potential funders,
community foundations from across the country who are interested in similar programs,
came to see what San Leandro is doing. She said that Ms. Livermore met the group a
week ago. San Leandro, she said, is now "on the radar screen" and creating a model.

Gary Wong, President of Westlake Development Company, said that his company,
which has been handling some of the TOD Strategy's opportunity sites, came to many
CAC meetings to listen and learn more what the community wants. He said that his
company learns best from the people who live in the community, and he is excited to be a
part of helping create a vibrant community, in terms of the overall picture including
housing, parking, child care, retail and convenience retail. He said that his company also
has been visiting TOD sites from San Pablo to Dublin and Pleasanton, to get a feel for
what they've done right and what they might have done better. He noted that theTOD
Strategy has benefited 11-0m such expert advisers including staff, urban planners and
parking consultants. He looks forward to implementation of the plan. Mr. Wong added
that they are already in the process of working on an agreement with the City and BART.

Acting Chair/Vice Chair Dlugosh expressed appreciation for Westlake Development's
involvement in taking a lead and showing the way to others in the building community.
He also said that Ms. Livermore and Ms. Brannen did a great job, and he looks forward to
seeing the TOD Strategy move ahead. He said he sees a lot of potential in it.

Secretary Livermore noted that about 15% of this development could occur by 2015.
She noted, too, that considerable grant money is available now, and with the type of
effort that has gone into the TOD Strategy, and with the EIR effort underway, those
involved feel that they might be early in the line for receiving some of these grants. That
would be great, because the public investment could generate private investment.

I Adjourn
Acting Chair/Vice Chair Dlugosh adjourned the joint worksession at 7:45 p.m.

Respectfully Submitted,

Kathleen Livermore, Planning Commission Secretary
Barbara Templeton, Recording Secretary
