<br />Planning Commission Meeting Minutes <br />Agenda No. 07-16 <br /> <br />August 23,2007 <br />Page 6 of 19 <br /> <br />DA-4 TOD - Residential Mixed-Use (near transit facilities); <br />DA-5 TaD - BART Area Mixed-Use (immediately adjacent to BART). highest <br />level of residential density. <br />DA-6 Office Mixed-Use (Davis Street at San Leandro Boulevard). <br />DA-2 through DA-5 represent a gradation, going from lower- to higher-intensity <br />residential development. As for parking, the proposed amendments took what the TOD <br />Strategy called for and added this to Article 17 of the Zoning Code for phase-in over a <br />three-year period. The new language provides for use permit requirements for parking <br />ratio exceptions after that three-year period. In addition, Article 25 amendments would <br />add the BZA as a potential reviewing body for site plan applications if the Zoning <br />Enforcement Official considers additional review appropriate. Ms. Livermore then <br />recapped key points of the public outreach that has characterized the TOD Strategy <br />development since its inception. <br />· CAC meetings, open to the public and each with a public comment period, were <br />held from January 2006 through May 2007. <br />· Three community meetings were held (June 2006, September 2006 and March <br />2007); 240 residents attended these meetings, as did representatives of AC <br />Transit, BART, MTC and ABAG (the Association of Bay Area Governments). <br />· Twelve presentations were made at meetings of civic organizations and <br />homeowner associations, including: Downtown Business Association, Senior <br />Commission, Recreation and Parks Commission, City and San Leandro Unified <br />School District Liaison Committee, Library Historical Commission, Broadmoor <br />Neighborhood Association, Estudillo Homeowners Association, Best Manor <br />Homeowners Association, Halcyon-Foothill Homeowners Association, Chamber <br />of Commerce, International Council for Local Environmental Initiatives (ICLEI), <br />and the East Bay Community Fund sponsored mobile workshop. <br />· Two Work sessions (June 28 and August 9) with Planning Commission and Board <br />of Zoning Adjustments were held, and a Planning Commission meeting (July 12) <br />was held to take public comments on the DEIR. <br />· Notices of tonight's Planning Commission meeting and the September 4 City <br />Council meeting were mailed to 983 property owners and 394 other interested <br />parties. <br />· Since those notices went out, the Planning Department received some 30 calls, <br />emails and visits to the counter and explained how the proposed zoning changes <br />would affect various properties and residents. The input resulted in a correction to <br />the proposed map amendment, by changing DA-l to encompass an area (on Davis <br />Street between Clark and Hayes Streets) previously and erroneously designated <br />DA-4. <br />In summary, Ms. Livermore said that the Planning Commission now has the information <br />needed to make recommendations to the City Council on: <br />· Certification of the FEIR. <br />· Adoption of the TaD Strategy <br />· Approval of proposed Zoning Code amendments to Articles 6, 17 and 25. <br />· Creation of special review overlay criteria. <br />· Amendment of the Zoning Map to create Downtown Areas 1-6. <br />
