<br />Senior Center Phase 1 Award <br /> <br />2 <br /> <br />September 4, 2007 <br /> <br />Phase 2, which includes the building and the remainder of the parking and landscape <br />improvements required for the senior center facility, will be constructed at a later date. <br /> <br />Analysis <br /> <br />The City Council approved the plans and specifications and called for bids on July 2, 2007. The <br />bids were opened on August 21, 2007. Six (6) bids were received ranging from $1,557,000 to <br />$1,908,900. O.C. Jones & Sons, Inc. is the lowest responsible bidder. The engineer's estimate <br />for the work is $2,299,600. <br /> <br />Current City Council Policy <br /> <br />. The project is consistent with the Five-Year Implementation Plan adopted by the <br />Redevelopment Agency (RDA) <br />. The proposed senior center project is consistent with the criteria of California <br />Redevelopment Law at Health and Safety Code Section 33445 for the use ofRDA funding <br /> <br />Previous City Council Action(s) <br /> <br />. On September 3, 2002 by Resolution No. 2002-120, the City Council approved a contractual <br />services agreement with Group 4 Architecture for a needs assessment and conceptual design <br />. On May 3, 2004 by Resolution No. 2004-065, the City Council approved the FY 2004-05 <br />HUD Consolidated Action Plan, which included $1,750,000 for land acquisition, design <br />development, and improvements for the senior center <br />. On December 6, 2004 by Resolution No. 2004-23, the RDA adopted the 2004-2009 <br />Implementation Plan for the Project Area, which identifies the Senior Center Phase I <br />Improvements, Project No. 06-210-18-116, and similar public improvements as being of the <br />highest priority in implementing the objectives of the RDA to eliminate or reduce blight and <br />blighted conditions presently existing in the Project Area <br />. On December 19, 2005 by Resolution No. 2005-163, the City Council authorized the City <br />Manager to enter into negotiations to purchase property for a new senior center <br />. On February 6, 2006, the City Council referred the design contract to the Facilities <br />Committee <br />. On March 6, 2006 by Resolution No. 2006-022, the City Council approved a contractual <br />services agreement with Group 4 Architecture for completion of construction documents <br />. On July 2, 2007 by Resolution No. 2007-008RDA, the RDA declared the proposed <br />improvements consistent with identified redevelopment plan objectives and that there were <br />no alternative means for funding the project, and designated the City Council to act as its <br />agent for oversight, administration, and acceptance of this project <br />. On July 2,2007 by Resolution No. 2007-091 the City Council approved the plans and called <br />for bids for Phase I construction <br /> <br />City Council Committee Review and Action <br /> <br />. The Facilities Committee reviewed the conceptual plans for the site and building in 2003 <br />. The Facilities Committee reviewed the design contract and fee in February 2006 <br />. On February 28, 2007, the final conceptual exterior elevations, floor plan, and layout of the <br />senior center project were presented and approved by the Facilities Committee. Inclusion of <br />
