He noted that the District plans to build a gymnasium at <br />the Freshman Campus, and suggested that perhaps the City could consider it as a <br />joint use project and eligible for RDA funding. If the City could assist with the <br />gym construction, funds could be shifted from that project to the ABC project. <br />Mr. Jermanis indicated that such a project would be similar to the gymnasium <br />joint use project at Washington Manor Middle School. Mayor Santos suggested <br />soliciting private donations for the project. Committee members discussed the <br />joint use gymnasiums in Pleasanton, Newark and Union City. <br /> <br />Vice Mayor Grant commented that it could be construed as a shell game with the <br />funding, and that the funds from the bond measure were not adequate for the <br />District's needs. Trustee Hague addressed this concern, commenting that this <br />would be an opportunity to secure matching State funding and go beyond the <br />original plan. <br /> <br />5. Discussion Regarding Burrell Field <br /> <br />Mr. Jermanis provided an update on the relocation of Burrell Field. He reported <br />that City staff is looking for an appropriate site and will have more information to <br />share with the Committee at its next meeting in September. <br /> <br />3. Discussion Regarding Transit Oriented Development (TOD) <br /> <br />Interim Planning Manager Kathleen Livermore reported on the process to develop <br />the Downtown Transit Oriented Development Strategy. The process took 15 <br />months-from January 2006 to May 2007-and involved ten meetings of a <br />Council-appointed Citizens Advisory Committee (CAe) and three community <br />meetings. A Draft Strategy has been developed, and the 45-day review period for <br />the Environmental Impact Report has just been completed. Ms. Livermore <br />commented that the TOD Strategy will guide future downtown residential <br />development, and 3,431 new residential units could potentially be developed. <br />City and District staffs looked at student generation rates from this potential <br />residential development. It was determined not to be a problem in the near term, <br />but the long-term effects would be difficult to predict. Ms. Livermore indicated <br />that the staffs would need to analyze the first phase of residential units to assess <br />their impacts on student generation rates. The final EIR, Strategy and <br />accompanying zoning changes will be presented for recommendation by the <br />Planning Commission in August, and for adoption by the City Council in <br />September. <br /> <br />Trustee Davis expressed concern about the impacts generated by new <br />development, and asked how school fees are set for new development. Ms. Lim <br />indicated that there is a state formula which can be adjusted by local governments. <br />Mr. Jermanis noted that SLUSD does not collect the maximum fee allowed, and <br />can look into increasing it. <br />
