the acceptable interior noise levels should be detennined on a case by case basis,
depending on the type of activity proposed. (General Plan Policy 35.02).

X Discourage noise-sensitive uses such as hospitals, schools, and rest homes from
locating in areas with very high noise levels. Conversely, discourage new uses
likely to produce high levels of noise from locating in areas where noise-sensitive
uses would be impacted (General Plan Policy 35.05).

X In the event that new housing is constructed in areas that exceed nonnally acceptable
noise levels, require project design and construction measures that minimize noise
intrusion (General Plan Policy 35.06).

X Encourage local businesses to reduce noise impacts on the community by replacing
excessively noisy equipment and machinery, apply noise-reduction technology, and
following operating procedures that limit the potential for conflicts (General Plan
Policy 35.07).

X Require new development or redevelopment near freeways, arterials, BART, and
major bus routes to incorporate site planning and architectural design measures that
reduce the exposure of future building occupants to traffic noise (General Plan
Policy 36.03).

X Review all future projects for their potential to generate construction noise prior to
issuance of building pennits. Require appropriate measures to reduce such noise to
acceptable levels, such as limits on the hours of construction, traffic routing,
notification of neighbors, and types of equipment used (General Plan EIR Mitigation
Measure L5).

X Reduce vibration from construction activities by implementing the following
practices during construction (TOO Strategy EIR Mitigation Measures NOI-I a):

. A void impact pile driving where possible and use drilled piles when possible
since drilled piles causes lower vibration levels where geological conditions
pennit their use.

. Avoid using vibratory rollers and tampers near sensitive areas.

X In areas where project construction is anticipated to include vibration-generated
activities, such as pile driving, in close proximity to existing structures, site-specific
vibration studies shall be conducted to detennine the area of impact and to present
appropriate mitigation measures that may include the following(TOD Strategy EIR
Mitigation Measures NOI-I b):

. Identification of sites which would include vibration compaction activities, such
as pile driving, and have the potential to generate groundborne vibration, while
considering the sensitivity of nearby structures to groundborne vibration.
Vibration limits shall be applied to all vibration-sensitive structures located

14
