<br />X Encourage mixed-use projects containing ground floor retail and upper floor <br />residential uses along major transit corridors. Such development should be <br />pedestrian-oriented, respect the scale and character of the surrounding <br />neighborhood, and incorporated architectural themes that enhance the identity of <br />adjacent commercial districts (General Plan Policy 3.05). <br /> <br />X Develop the BART station area as a mixed-use "transit village" (General Plan <br />Policy 6. 1 0). <br /> <br />X Develop properties adjacent to the two BART stations in the City and along heavily <br />used public-transit routes as TOD's (General Plan Policy 13.04). <br /> <br />Noise Impacts <br /> <br />Residences and businesses in the vicinity of development allowed by the TOD Strategy could be <br />exposed to significant construction-related vibration during the excavation and foundation work <br />associated with projects implementing the strategy. Significant, unavoidable noise impacts could <br />occur by exposing persons to noise levels in excess of local or other agency noise standards at <br />residential land uses built adjacent to the BART and Union Pacific Railroad (UPRR) lines, <br />especially on exterior balconies. Additionally, development within the TOD Strategy area could <br />result in an increase in ambient noise levels on both a temporary or periodic basis. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Mitil!ation for Noise Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce noise impacts: <br /> <br />X Ensure that potential noise impacts are considered when new development is <br />proposed. Projects that could significantly increase noise levels should incorporate <br />mitigation measures to reduce such impacts. Apply the standards shown in Table <br />4.8-1 of this EIR (also see Table 6-1 in the General Plan) when evaluating <br />applications for future development (General Plan Policy 35.01). <br /> <br />X As required by the State of California, ensure that interior noise levels in new <br />residential construction do not exceed 45 dB Ldn.
