<br />X Encourage a mix of price ranges to provide housing choices for San Leandro residents <br />of all incomes and ages. Opportunities to include affordable units and market rate <br />units within the same development projects should be pursued (General Plan Policy <br />3.02). <br /> <br />Public Services and Recreation Impacts <br /> <br />An increase in population under the TOD Strategy could increase the demand for fire suppression <br />services, police services and the need for city parks and recreational opportunities, public <br />libraries and schools in the Strategy area, as development under the TOD Strategy would be <br />intensified. It is estimated that approximately 3,431 new residential units with an estimated <br />population of 8,749 people, approximately 718,240 square feet of office and approximately <br />120,870 square feet of retail space could be added within the Strategy area over the next 20 years. <br />This increase in population and development exceeds San Leandro General Plan projections and <br />could adversely affect public services and recreational opportunities within the Study area. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Miti!!ation for Public Services and Recreation Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce public services and recreation impacts: <br /> <br />X Promote collaborative, creative solutions between the public and private sectors to <br />develop additional schools, parks and other public facilities in the City (General Plan <br />Policy 4.03). <br /> <br />X Require new residential development to pay an impact fee and/or to dedicate parkland <br />to offset the increase in park needs resulting from new residents. Where on-site <br />parkland is dedicated, it should be improved, maintained, and accessible to the <br />general public (General Plan Policy 22.02). <br /> <br />X Work with neighborhood groups to develop mini-parks, landscaped pockets, <br />community gardens, and similar areas that beautify neighborhoods, build community <br />spirit, and provide places of enjoyment within residential areas (General Plan Policy <br />22.06). <br /> <br />16 <br />
