<br />X Pursue opportunities for new parks on sites that are underutilized, vacant, or located <br />within major redevelopment project areas. Where possible, consider the feasibility of <br />acquiring such sites as parkland as they become available for sale or redevelopment <br />(General Plan Policy 22.07). <br /> <br />X Maintain high-quality police and fire services through the most efficient possible <br />means. Minimum level of service standards for fire services: 5-minute response time <br />for 90 percent of all medical calls; 1 O-minute response time for 90 percent of all <br />Priority One calls (General Plan Policy 45.01). <br /> <br />X Require Police and Fire Department review of proposed development plans to ensure <br />that sufficient provisions for emergency access and response are made, fire code <br />requirements are satisfied, and adequate levels of service can be provided (General <br />Plan Policy 45.05). <br /> <br />X Encourage new projects to incorporate lighting, landscaping, addressing, and other <br />design features that reduce the potential for crime and facilitate rapid response to <br />emergency calls (General Plan Policy 45.06). <br /> <br />X Require mitigation of school impacts to the full extent permitted by law. Work <br />collaboratively with the San Leandro and San Lorenzo Unified School Districts to <br />ensure that appropriate fees are collected and other allowable mitigation measures are <br />taken (General Plan Policy 46.02). <br /> <br />X Support the expansion and upgrading of public library facilities and services to keep <br />pace with changes in information technology and community needs (General Plan <br />Policy 47.01). <br /> <br />X Ensure that library funding remains adequate to sustain existing service levels, and <br />where possible, increased service levels. Maintain American Library Association <br />standards throughout the City's library system (General Plan Policy 47.02). <br /> <br />X Project applicants proposing development under the TOO Strategy should cooperate <br />closely with the San Leandro Unified School District to (TOO Strategy EIR <br />Mitigation Measure PUB 1): <br /> <br />. Establish programs and procedures to monitor the number of school age children <br />that will be generated from new development under the TOO Strategy area; and <br /> <br />. Involve all parties to establish a plan that provides adequate resources to construct <br />the necessary classrooms to house new students from the TaD area. <br /> <br />X Implement Mitigation Measure PUB-l for all residential development in the City <br />(TOO Strategy EIR Mitigation Measure PUB 2). <br /> <br />17 <br />
