<br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Mitil?:ation for Transportation and Circulation Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer will <br />provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce transportation and circulation impacts: <br /> <br />X Reconfigure the westbound approach to provide an exclusive left turn and a shared <br />through-right lane. This configuration requires removal of on-street parking along the <br />north side of Dutton Avenue from East 14th Street to approximately 140 feet east <br />(removing five parking spaces). The 40-foot wide cross section of Dutton Avenue <br />will accommodate two 1 0.5-foot wide lanes westbound, an II-foot wide eastbound <br />lane, and an 8-foot wide parking lane on the south side of the street. <br /> <br />X Southbound approach: convert outside through lane to a shared through-right lane <br />providing dual right turns southbound. This improvement, in combination with <br />proposed improvements as identified in the TOD Strategy, will require widening of <br />the west side of East 14th Street by 6-10 feet. This widening could occur when the <br />block between Davis and Hays is redeveloped. The proposed mitigation measure for <br />East 14th / Davis Street (providing dual southbound right turn lanes) would preclude <br />the City and CaItrans from implementing the long-term improvement comprised of a <br />southbound queue jump lane for Bus Rapid Transit as proposed in the Downtown <br />TOD Strategy. <br /> <br />X Davis Street approaches: convert signal phasing to "permitted." This phasing <br />requires that eastbound left-turns into the redevelopment access (former Hays Street) <br />yield to oncoming through traffic. Since this left turn movement is relatively low <br />(projected 62 vehicles per hour), excessive left turn queues would not build and the <br />additional delay to the left turn movement is negligible. <br /> <br />X Conversion of Hays Street between Davis Street and West Juana Avenue from Two- <br />Way to One-Way Northbound. <br /> <br />X Reducing the Number of Lanes on San Leandro Boulevard from Six (Plus a Center <br />Turn Lane) to Four (Plus a Center Turn Lane) between Davis and William Streets. <br />This proposed modification is intended to increase the separation between pedestrians <br />and automobiles to enhance the pedestrian safety along San Leandro Boulevard, to <br />improve pedestrian access across San Leandro Boulevard to the BART station, to <br /> <br />]9 <br />
