<br />Soils, Seismicity and Geoloey Impacts <br /> <br />The Hayward-Rodgers Creek Fault, the San Andreas Fault, and the Calaveras Fault are all <br />relatively close to the City of San Leandro. The South Hayward portion ofthe Hayward-Rodgers <br />Creek Fault runs approximately 2.5 miles east of the TOO Strategy Area, but it is not located <br />within an established earthquake fault zone boundary. The 2002 General Plan EIR identified that <br />the potential for development under the General Plan would result in significant, cumulative <br />impacts regarding geology, soils and seismicity, therefore, it would apply to development <br />occurring under the TOO Strategy. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EJR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Mitieation for Soils, Seismicity and GeoIoey Impacts <br /> <br />Prior to any new development occurring within the TOO Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce public services and recreation impacts: <br /> <br />X Require new development adjacent to San Leandro Creek to maintain adequate <br />setbacks from the top of the creek bank, dedicate public access easements for <br />creekside amenities, and where appropriate, undertake improvements such as erosion <br />control, habitat restoration, and bank stabilization (General Plan Policy 25.02). <br /> <br />X Minimize the risks from geologic, seismic, and flood hazards by ensuring the <br />appropriate location, site planning, and design of new development. The City's <br />development review process, and its engineering and building standards, should <br />ensure that new construction is designed to minimize the potential for damage <br />(General Plan Policy 29.01). <br /> <br />Transportation and Circulation Impacts <br /> <br />The San Leandro TOO Strategy could have a significant effect on transportation and circulation, <br />particularly parking, by intensifying development in the downtown area and resulting in insufficient <br />parking capacity under the TOO Strategy. <br /> <br />18 <br />
