<br />X Use a variety of measures to improve traffic flow at congested intersections, including <br />technologically advanced tools such as signal timing and video monitoring (General <br />Plan Policy 16.04). <br /> <br />X Undertake roadway and intersection improvements to designated truck routes which <br />ensure that San Leandro remains competitive as a regional distribution center. Such <br />improvements should further the protection of residential areas from truck traffic <br />(General Plan Policy 16.07). <br /> <br />X Consider road design improvements, truck route designations, signage, and other <br />tools to discourage truck traffic from using residential streets (General Plan Policy <br />17.05). <br /> <br />X To the extent feasible, locate businesses projected to generate large amounts of truck <br />traffic away from residential areas. Ingress and egress for such businesses should be <br />designed to minimize the possibility of truck traffic impacting residential streets <br />(General Plan Policy 17.06). <br /> <br />X Identify capital improvements and other measures which improve the safety of <br />bicyclists, pedestrians, and motor vehicles on San Leandro streets (General Plan <br />Policy 18.02). <br /> <br />X Increase public education on laws relating to parking, circulation, speed limits, right- <br />of-way, pedestrian crossings, and other aspects of transportation safety in the City <br />(General Plan Policy 18.03). <br /> <br />X Pursue grants for the improvement of pedestrian, bicycle, and motor vehicle safety <br />(General Plan Policy 18.05). <br /> <br />X Promote the concept of parking areas which are "shared" by multiple uses with <br />different peak demand periods as a means of reducing the total amount of parking <br />which must be provided (General Plan Policy 19.03). <br /> <br />X Encourage local employers to develop programs that promote ridesharing, shuttles, <br />bicycle use, and other modes of transportation that reduce the number ofvehic1e trips <br />generated (General Plan Policy 19.06). <br /> <br />X Prior to the approval of any additional office projects exceeding 50,000 square feet in <br />the Downtown BART Station vicinity, prepare a detailed traffic study and mitigation <br />plan for the Davis Street corridor between 1-880 and East 14th Street. The plan should <br />use ITS technology to explore ways of mitigating potential degradation of LOS on <br />Davis Street (Mitigation Measure C 1). <br /> <br />X Adopt lower on-site parking ratios for commercial office development in the BART <br />area only in conjunction with a shared parking strategy and adoption of <br />Transportation Demand Management requirements (TOD Parking Strategy F4). <br /> <br />23 <br />
