<br />Significant Effect: Noise Impacts <br /> <br />Benefits and Findine:s of Fact: All feasible mitigation measures, as listed in detail above in <br />Sections I and II, have been identified and required as part of the Final EIR and Mitigation <br />Monitoring and Reporting Program. As noted in Section II, all feasible mitigation measures <br />were adopted. <br /> <br />By approving this project, the City of San Leandro will ensure that higher intensity and <br />mixed-use buildings that are allowed to be developed under the TaD Strategy will provide a <br />benefit to San Leandro citizens by placing them in proximity to public transit, giving them an <br />increased opportunity to utilize alternative modes of travel besides the automobile. The TaD <br />Strategy provides a unique opportunity to facilitate increased benefits from the interaction of <br />public transit (AC Transit) service along the E. 14th Street corridor, BART service at the <br />Downtown San Leandro BART Station, and retail and other commercial activity found in <br />Downtown San Leandro. Through adherence to General Plan policies, new development in <br />the TOD Strategy area that are built near freeways, arterials, BART and major bus routes <br />shall incorporate site planning and architectural design measures that reduce the exposure of <br />future building occupants to traffic noise. Additionally, exterior uses at new developments in <br />the TOD Strategy area will be located on the opposite side of the development, away from the <br />BART line and Union Pacific Rail Road (UPRR) lines. For projects where exterior balconies <br />would directly face such facilities, project-specific measures will be incorporated into the <br />dev,olopment to determine the best way for private balconies and surrounding noise sources to <br />interface, based on the project location. As set forth in the Final EIR, any new development <br />within the TOD Strategy area will be subject to General Plan policies, actions and mitigation <br />measures that will help reduce temporary and permanent noise impacts. <br /> <br />Significant Effect: School Impacts <br /> <br />Benefits and Findine:s of Fact: All feasible mitigation measures, as listed in detail above in <br />Sections I and II, have been identified and required as part of the Final EIR and Mitigation <br />Monitoring and Reporting Program.
