<br />could be supported by increased residential densities in the Strategy Area; and 7) protection <br />of San Leandro's industrial base with focusing residential development in the Downtown <br />Strategy Area and away frbm industrial areas. <br /> <br />Significant Effect: Cumulative Traffic Impacts <br /> <br />Benefits and FindiDl?:s of Fact: All feasible mitigation measures, as listed in detail above in <br />Sections I and II, have been identified and required as part of the Final EIR and Mitigation <br />Monitoring and Reporting Program. As noted in Section II, all feasible mitigation measures <br />were adopted. <br /> <br />By approving this project, the City of San Leandro will ensure a transportation framework <br />that emphasizes pedestrian, bicycle and transit modes of travel and includes specific <br />improvements and proposed guidelines to improve the facilities and environment for these <br />modes of travel. The TOD Strategy provides a unique opportunity to facilitate increased <br />benefits from the interaction of public transit (AC Transit) service along the E. 14th Street <br />corridor, BART service at the Downtown San Leandro BART Station, and retail and other <br />commercial activity found in Downtown San Leandro. In particular, access to BART and the <br />enhanced AC Transit service along East 14th Street will promote greater opportunities to <br />utilize public transit and to reduce dependency on the automobile. The TOD Strategy will <br />provide improvements to sidewalks, intersection crossings, connectivity and streetscape, all <br />of which will encourage walking. The project will also include a bicycle system framework <br />that will increase bicycle facilities along the streetscape and will improve bicycle connectivity <br />within the study area. <br /> <br />Conclusion <br /> <br />To the extent that any environmental impacts attributable to the project remain unmitigated, the <br />City of San Leandro has determined that such significant impacts are acceptable in light of the <br />overriding social, economic, and other benefits set forth here, in the EIR, and in the <br />administrative record. <br /> <br />40 <br />
