The TOD Strategy provides a unique opportunity to facilitate increased
benefits from the interaction of public transit (AC Transit) service along the E. 14th Street
corridor, BART service at the Downtown San Leandro BART Station, and retail and other
commercial activity found in Downtown San Leandro. In particular, access to BART and the
enhanced AC Transit service along East 14th Street will promote greater opportunities to
utilize public transit and to reduce dependency on the automobile. The TOD Strategy will
provide improvements to sidewalks, intersection crossings, connectivity and streetscape, all
of which will encourage walking. The project will also include a bicycle system framework
that will increase bicycle facilities along the streetscape and will improve bicycle connectivity
within the study area.

Conclusion

To the extent that any environmental impacts attributable to the project remain unmitigated, the
City of San Leandro has determined that such significant impacts are acceptable in light of the
overriding social, economic, and other benefits set forth here, in the EIR, and in the
administrative record.

40
