<br />EXHIBIT C <br /> <br />INTRODUCTION <br /> <br />This document is a Mitigation Monitoring and Reporting Program (MMRP) for the proposed San <br />Leandro Downtown Transit-Oriented Development (TaD) Strategy. This Mitigation Monitoring <br />and Reporting Program has been formulated based upon the findings of the Environmental Impact <br />Report (EIR) prepared for the Downtown San Leandro Transit-Oriented Development (TaD) Strat- <br />egy (Project). The MMRP contains the following components: <br /> <br />Table 1: Mitigation Monitoring and Reporting Program <br /> <br />The MMRP, which is found in Table 1, lists mitigation measures recommended in the EIR for <br />the proposed Project and identifies mitigation monitoring requirements. The table includes <br />any revisions resulting from the Final EIR. <br /> <br />This MMRP has been prepared to comply with the requirements of State law (Public Re- <br />sources Code Section 21081.6). State law requires the adoption of an MMRP when mitigation <br />measures are required to avoid significant impacts. The MMRP is intended to ensure compli- <br />ance during implementation of the project. <br /> <br />The MMRP is organized in a matrix format. The MMRP includes the following information: <br /> <br />. A list of mitigation measures (including any revisions resulting from the Final EIR). <br />. The party responsible for implementing the mitigation measures. <br />. The timing and procedure for implementing the mitigation measures. <br />. The agency responsible for monitoring the implementation. <br />. The monitoring action. <br />. The timing or frequency of monitoring activities. <br /> <br />The City of San Leandro must adopt this Mitigation Monitoring and Reporting Program, or an <br />equally effective program, if it approves the proposed Project with the mitigation measures in- <br />cluded in the Final EIR. Public Resources Code Sec. 21081.6(a) requires an agency to adopt a <br />program for reporting or monitoring mitigation measures that were adopted or made conditions <br />of Project approval. <br /> <br />DOWNTOWN TOD STRATEGY FINAL EIR <br />MITIGATION MONITORING PROGRAM <br />
