EXHIBIT C INTRODUCTION This document is a Mitigation Monitoring and Reporting Program (MMRP) for the proposed San Leandro Downtown Transit-Oriented Development (TaD) Strategy. This Mitigation Monitoring and Reporting Program has been formulated based upon the findings of the Environmental Impact Report (EIR) prepared for the Downtown San Leandro Transit-Oriented Development (TaD) Strat- egy (Project). The MMRP contains the following components: Table 1: Mitigation Monitoring and Reporting Program The MMRP, which is found in Table 1, lists mitigation measures recommended in the EIR for the proposed Project and identifies mitigation monitoring requirements. The table includes any revisions resulting from the Final EIR. This MMRP has been prepared to comply with the requirements of State law (Public Re- sources Code Section 21081.6). State law requires the adoption of an MMRP when mitigation measures are required to avoid significant impacts. The MMRP is intended to ensure compli- ance during implementation of the project. The MMRP is organized in a matrix format. The MMRP includes the following information: . A list of mitigation measures (including any revisions resulting from the Final EIR). . The party responsible for implementing the mitigation measures. . The timing and procedure for implementing the mitigation measures. . The agency responsible for monitoring the implementation. . The monitoring action. . The timing or frequency of monitoring activities. The City of San Leandro must adopt this Mitigation Monitoring and Reporting Program, or an equally effective program, if it approves the proposed Project with the mitigation measures in- cluded in the Final EIR. Public Resources Code Sec. 21081.6(a) requires an agency to adopt a program for reporting or monitoring mitigation measures that were adopted or made conditions of Project approval.
