<br />X New development shall consist of high standards of architectural and landscape <br />design for multi-family housing development. Boxy or massive building designs <br />should be avoided, ample open space and landscaping should be provided, and high <br />quality construction materials should be used (General Plan Policy 43.03). <br /> <br />X Apply street lighting standards and other exterior lighting standards in new <br />development areas and in redevelopment areas that are designed to reduce glare on <br />adjacent residences. New lighting could be designed to reduce adverse impacts by <br />using techniques such as automatic shut off controls and glare shields, and by <br />appropriately orienting and positioning fixtures at a height consistent with intended <br />use (General Plan EIR Mitigation Measure D4). <br /> <br />Air Quality Impacts <br />The Bay Area Air Quality Management District (BAAQMD) regulates air quality in the San <br />Leandro area. The BAAQMD must continuously monitor its progress in implementing <br />attainment plans and must periodically report to the California Air Resources Board and the <br />EP A. Air quality plans addressing the California Clean Air Act are developed approximately <br />every three years. The latest plan, which was adopted in January 2006 is called the Bay Area <br />2005 Ozone Strategy. This plan includes a comprehensive strategy to reduce emissions from <br />stationary, area and mobile sources. The plan proposes implementation of transportation control <br />measures (TCMs) and programs such as Spare the Air. Some of these measures or programs rely <br />on local governments like San Leandro for implementation. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Mith!ation for Air Quality Impacts- <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce air quality impacts: <br /> <br />X Cooperate with the appropriate regional, state, and federal agencies to implement the <br />regional Clean Air Plan and enforce air quality standards (General Plan Policy 31.01). <br /> <br />X Promote strategies that help improve air quality by reducing the necessity of driving. <br />These strategies include more reliable public transportation, programs for carpooling <br />and vanpooling, better provisions for bicyclists and pedestrians, and encouraging <br />mixed use and higher density development around transit stations (General Plan <br />Policy 31.02) <br /> <br />3 <br />
