<br />SECTION C: SUMMARY OF ACCOMPLISHMENTS <br /> <br />See Exhibit A (Comparison of Goals and Objectives - FY2006-2007 Action Plan), Exhibit B <br />(Summary of Accomplishments for Public Services), Exhibit C (Financial Summary Report) and <br />Exhibit D (Maps showing locations of Consolidated Action Plan Activities) <br /> <br />PART II: <br /> <br />OTHER ACTIONS UNDERTAKEN <br /> <br />Actions Taken To Affirmatively Further Fair Housing <br /> <br />Under the CDBG and HOME certifications to HUD, the City certifies that it will "affirmatively <br />further fair housing." During FY2006-07, the actions outlined in the Analysis of Impediments to <br />Fair Housing were carried out, and accomplishments are listed in the table below. <br /> <br />AnalYSIS of Impediments to Fair Housmg <br />IMPEDIMENTS ACTIONS PLANNED ACCOMPLISHMENTS <br /> <br />1. Limited housing <br />resources. <br /> <br />a. Implement housing programs <br />mentioned in the Housing <br />Element and housing <br />implementation strategy to <br />produce additional housing units. <br /> <br />b. Have non-discrimination <br />clauses in development of <br />contracts using City funds. <br /> <br />c. Participate in Continuum of <br />Care (COe) meetings and events. <br /> <br />2. Significant increase in <br />population since 1990, <br />particularly larger Asian <br />and Latino households. <br />53% increase in seniors, <br /> <br />a. Provide funds for agencies <br />serving diverse populations. <br /> <br />a. Construction began for the 68-unit <br />Casa Verde affordable rental project by <br />the non-profit developer Mercy <br />Housing California. The City began <br />negotiations with the non-profit <br />developer Eden Housing to acquire and <br />construct 51 units of affordable senior <br />rental housing. <br /> <br />b. City CDBG contracts for public <br />services and capital improvements, as <br />well as affordable housing development <br />agreements, have non-discrimination <br />clauses. <br /> <br />c. The City participates in COC <br />meetings regularly, particularly as it <br />restructures itself to implement the <br />County's 15-year homelesslhousing <br />plan. Two City staff participate on <br />different subcommittees of the <br />EveryOne Home Plan process. City <br />staff also participate in a HOME <br />Consortium to maximize HOME funds <br />throughout member jurisdictions. <br /> <br />a. Provided CDBG funds to public <br />service providers assisting diverse <br />populations. <br /> <br />b.
