public services or facilities changes to meet the projects' needs as development occurs. In turn, <br />decision-makers and the public will have useful information on the long-term changes the project <br />will bring to San Leandro. <br />ROLE OF THE CONSULTANT <br />For each of its projects, EIP Associates, a division of PBS&J (EIP), makes a commitment to <br />provide objective technical analyses and formulate feasible mitigation measures and alternatives. <br />Our expert knowledge of the California Environmental Quality Act (CEQA), our scientific <br />objectivity, and our extensive experience with intense public scrutiny enable us to steer a course <br />of balanced, objective, and independent analyses. Through this experience, we have learned that <br />the following management principles are critical in preparing a useful, defensible EIR. <br />Work as extension of staff. EIP believes in establishing a strong working relationship with our <br />clients. In most cases, our clients have a clear understanding of what is needed, but do not have <br />the resources, time, or particular technical expertise to prepare the environmental documentation. <br />We offer resources, expertise, and extensive management and technical experience. EIP is a <br />firm believer in maintaining close coordination and interaction with our clients. This approach <br />allows us to focus our efforts in directions desired by our clients and to avoid surprises. <br />Facilitate a clear decision-making process. We understand that there are multiple parties <br />involved in the ICI Mixed-Use Project: the project applicant, the City of San Leandro; and <br />existing business and property owners. In order to prepare a successful EIR, (i.e., one that will <br />assist the key decision-makers in reaching an informed choice about the proposed project) it is <br />critical that the EIR address the concerns of these participants by thoroughly assessing key <br />environmental and neighborhood impact issues, and proposing creative and feasible mitigation <br />measures that can be incorporated as conditions of the project. <br />Provide sound technical expertise. Impact reports and mitigation strategies must be grounded <br />in an understanding of impacts to existing baseline conditions and of "aggregate" impacts. In <br />order to determine whether the project meshes with the City of San Leandro's General Plan and <br />whether it may result in potentially significant environmental impacts, EIP will provide the <br />necessary technical data to assist staff, the Planning Commission and the City Council in the <br />review of the project's merits. Our team offers virtually all the requisite disciplines for a <br />comprehensive EIR. <br />Provide objective environmental analysis. The required EIR must fulfill the standards set <br />forth in CEQA. Among those standards is the requirement to provide full public disclosure of <br />potential environmental impacts of the project. Failure to do so, or to provide less than objective <br />analyses, compromises the integrity of the project. It is this ability to examine our own <br />documents with a critical eye that enables us to be objective and to prepare legally adequate <br />documents. <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates Page 16 of 43 <br />
