^ Attend other public meetings on the EIR or the projects <br />EIP's technical approach to the work is detailed below. <br />Project Management <br />Purpose: Provide continuous direction to the consultant team and to coordinate with Kathleen <br />Livermore, the City's Interim Planning Manager. <br />City Involvement: Participate in weekly progress discussions; coordinate with EIP project <br />manager; serve as liaison to ICI, unless it is determined that EIP may contact ICI directly; help <br />set project priorities and facilitate decisions. <br />Deliverables: (1) Meeting notes as required, and (2) Monthly progress and budget reports. <br />Discussion: From EIP's perspective, project success is San Leandro and ICI agreeing to a Site <br />Plan that achieves all or most of their respective goals. The EIR process facilitates achieving this <br />objective by identifying and analyzing issues and suggesting alternatives and mitigation <br />.measures that address adverse impacts. <br />Project success begins with quickly and accurately discovering issues and conditions that must <br />be addressed by a project. This knowledge lays the groundwork for the analysis and <br />understandings that must follow. This working environment can be only achieved with good <br />project management and clear communication. <br />EIP will rely on close coordination and frequent communication with the City. To facilitate this <br />style of management, EIP's project manager, Mr. Michael Kay, will serve as the consultant <br />team's single point of contact. He will actively manage the work to ensure its timeliness and <br />quality and will participate in all project meetings. <br />We anticipate holding frequent meetings or conference calls (up to two per month) in order to <br />disseminate quickly accurate information about the project description, schedule, impact <br />assumptions, and deliverables. Electronic mail will be an essential part of the communication <br />network among all team members. <br />As part of overall project management, all written materials will be reviewed and edited for <br />technical accuracy, adequacy, style, grammar, tone, and presentation. At the outset of the <br />project, EIP will prepare a style guide that all EIR authors will follow to facilitate production of a <br />well-organized and readable document. This same guide will be shared with Dowling Associates <br />(DA) to ensure that they will conform as much as possible to our style and conventions and <br />reduce the time required to edit their materials. <br />We will establish a set time each week for the EIP project manager to contact the City project <br />manager to review work progress, to identify data needed from the City or ICI, and to address <br />foreseeable issues.
