distribute meeting notes to the City project manager and key team members. This <br />documentation will supplement monthly progress and budget reports. <br />Task 1. Project Description <br />Purpose: Prepare a preliminary project description for use in the project application, based on <br />discussions with applicant team staff and input from City staff. <br />City Involvement: Participate in project description meetings and information collection efforts. <br />Deliverables: (1) Draft Project Description, (2) Final Project Description. <br />Discussion: A clear, accurate, and stable project description is essential to the environmental <br />document. Based on discussions with City staff, our orientation tour, and ICI's plans, EIP will <br />prepare a draft description of the project. <br />The project site is currently occupied and is to be transformed into a new Retail Shopping Center <br />and Mixed-Use Residential Project on 30 acres of the 65-acre site. In addition, the remaining 35 <br />acres of the site would be developed with either 865,000 square feet of medical uses or an <br />additional 300,000 square feet of retail and 539 one and two bedroom apartments. <br />The contents of the draft description are expected to include: <br />^ Project location <br />^ ICI's project objectives <br />^ Employment data <br />^ Change in uses or activities planned <br />^ Key project features, including uses, number of square feet, and parking spaces for all <br />proposed new construction <br />^ Representative floor plans and elevations, where available <br />^ Architectural design theme and features, including massing concepts, architectural <br />guidelines, color, and construction materials <br />^ Construction phasing and schedule <br />^ Entitlements sought by ICI <br />^ Required permits and approvals <br />^ Potential medical uses <br />^ Potential additional retail and residential (apartment) uses. <br />Task 2. EIR Initiation <br />Purpose: Initiate the EIR effort and discuss key issues, data collection efforts, and the schedule <br />for completion of individual tasks. <br />City Involvement: Participation in project initiation meeting, and collection of requested <br />information. <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates Page l9 of 43 <br />
